Cambodia calls for talks on exchange of prisoners with Thailand
Cambodian Prime Minister Hun Sen said on Friday that Cambodia and Thailand should hold discussion on the exchange of prisoners.
The premier's initiative was made after visiting Thai Defense Minister Yuthasak Sasiprapha asked him to consider the release of two Thai activists jailed in Cambodia for espionage, the premier' s spokesman Eang Sophalleth told reporters after the one-hour meeting at the Peace Palace.
Hun Sen said that there are 37 other Thai prisoners in Cambodia, and there are also a lot of Cambodian prisoners in Thailand.
The two Thai nationalist activists are Veera Somkwamkid, one of the leaders of the People's Network against Corruption and a high- profile activist in the Thailand Patriot Network, and his secretary Ratree Pipatanapaiboon.
Cambodian court on February 1 convicted Veera and Ratree of illegal entry, unlawful entry into military base and espionage and sentenced them to 8 years and 6 years respectively.
In response, Yuthasak promised to convey this initiative to the government of Thailand for consideration.
Yuthasak arrived here on Friday morning for a two-day visit. Earlier in the day, he held talks with Cambodian Defense Minister Tea Banh on border conflict and both sides verbally agreed to comply with the order of the International Court of Justice (ICJ) to withdraw troops from the provisional demilitarized zone (PDZ) surrounding the 11th century Preah Vihear temple and allow ASEAN observers to monitor ceasefire, but no specific date of pullout is set.
Cambodia and Thailand have had sporadic border conflict over territorial dispute near Cambodia's Preah Vihear temple since the UNESCO listed the temple as a World Heritage Site on July 7, 2008.
However, the tension has eased since the Pheu Thai Party won a landslide victory in Thailand's general elections on July 3.

Cambodian and Thai defense ministers on Friday agreed to comply with the order of the International Court of Justice (ICJ) to withdraw both sides' troops from the disputed border area surrounding the 11th century Preah Vihear temple, but no specific date of pullout is set.
"We have agreed each other to comply with the ICJ's order on troop pullout at the area near Preah Vihear temple and to allow Indonesian observers to monitor ceasefire at the area," Cambodian Defense Minister Tea Banh told reporters after a 30-minute meeting with visiting Thai Defense Minister Yuthasak Sasiprapha at the Ministry of Defense.
However, he said there was no exact date for the troop withdrawal as both sides would discuss further in the General Border Commission in the future.
On July 18, the ICJ ordered Cambodia and Thailand to immediately withdraw their military personnel from the provisional demilitarized zone on the disputed border near the Preah Vihear temple and allow ASEAN observers access to the provisional demilitarized zone to monitor ceasefire.
"We will comply with the order of the ICJ," Yuthasak Sasiprapha told reporters, adding "no more tension between Cambodian and Thai troops now."
Yuthasak said that for the GBC meeting, the Thai Defense Ministry was ready to hold it with Cambodia in order to bring better situation to the border.
"When I return from Cambodia, I will propose the Thai cabinet ministers in order to allow the Thai Defense Ministry to hold the GBC meeting with Cambodia," he said.

Thai flood death toll reaches 130, more flood warning
A total of 130 people were confirmed dead and two people were missing in the floods that have inundated upper part of the country for nearly two months, the authority said on Wednesday.
The floods still prevail in 24 provinces, mostly in the northern, north eastern and central part of the country, according to the report of the Disaster Prevention and Mitigation Department, released on Wednesday.
Altogether more than 1.9 million people in 165 districts were affected by the floods, it said.
The flood caused by monsoon which have prevailed over the country, the Andaman Sea and the Gulf of Thailand.
Meanwhile, the National Disaster Warning Centre on Wednesday morning issued an advisory for people in 14 districts of central province of Petchabun, northeastern province of Loei, central province of Phitsanulok, Chantaburi and Trat and northeastern province of Khon Kaen to brace for flooding on Wednesday and Thursday.
Moreover, people living near hillsides and waterways should prepare for possible flash flooding, the department warned.
The department estimates that about 2,300 quare metres of farmland have been hit by flood.

Australian police seize large amount of ecstasy oil, arrest three Sydney men
Three Sydney men have been arrested during a police drug bust in Sydney, the Australian Federal Police (AFP) said on Wednesday.
The AFP said the three male Australian nationals were arrested during an operation involving more than 50 police officers in Sydney on Wednesday morning.
They have been charged over the seizures and are scheduled to appear in the Sydney Central Local Court on Thursday.
The Australian Customs and Border Protection Service and the AFP have dismantled a Sydney organized crime syndicate, potentially stopping more than 2.3 million ecstasy tablets from hitting the nation's streets, the two law enforcement agencies said in a joint statement on Wednesday.
More than 2,800 liters of safrole oil, labeled as liquid hair and cleaning products from China were intercepted in three separate shipments that arrived at Sydney's Port Botany between April and August.
It was Australia's largest seizure of a banned precursor chemical used in making the drug ecstasy, the AFP said.
The banned chemical could have been used to produce almost 235 kg of ecstasy with an estimated street-value of more than 70 million AU dollars (71.78 million U.S. dollars).
"This is a significant blow," AFP Assistant Commissioner Kevin Zuccato told reporters.
"As far as I'm concerned, a lethal blow to this particular syndicate."

The Research Center of Kasikorn Bank (KResearch) indicated that this year's flooding has harmed the agricultural sector more severely than it did last year, causing 20 billion baht (657.68 million U.S. dollars) of economic losses, a report said Wednesday.
According to KResearch, the flooding situation in Thailand this year is projected to be more severe and cause a wider scope of damage, especially on agriculture, than last year.
As flooding began late July this year, one month earlier than last year, agricultural losses are expected to stand at 20 billion baht (657.68 million U.S. dollars), as opposed to 16 billion baht (526.14 million baht) last year.
The 2011 GDP in the agricultural sector would fall from the estimated 22.7 percent to around 21.4 percent.
Approximately 12 million rai (19,200 square kilometers) of farmland have been destroyed by recent floods.
