Four injured in separate bombings in south Thailand

Four people were injured in a series of bombings that rocked south Thailand's Narathiwat and Yala province, the Bangkok Post reported Monday.

The first bomb in Narathiwat was covered under a tree truck and went off around 6:30 a.m. local time when a village defense volunteer on duty stepped onto it.

The volunteer was badly injured with a broken right leg. Another bomb was hidden in a rubber plantation and ignited accidentally by two teenage boys. They were seriously wounded and one of them lost his left foot. A third bomb rock another district of the province and caused no casualties.

Later in Yala, a bomb hidden on a highway was ignited and seriously damaged a nearby police patrol car. One of the two officers in the car was injured in the face and rushed to a hospital.

It was reported that about 14 bombings had rocked Narathiwat from 6 p.m. to 9 p.m. on Sunday and fortunately nobody was hurt. CCTV cameras showed that some newly recruited youths of local insurgency movement were behind the spree.

Southernmost provinces of Yala, Pattani and Narathiwat have frequently experienced violent incidents instigated by suspected secessionists since the resurgence of insurgency movement in January 2004, leaving over 4,500 people killed and more than 7,200 injured.

9 Thai army men charged with murdering 13 Chinese sailors on Mekong River

 Thai police have pressed charges against a group of Thai army men in connection with the killing of 13 Chinese sailors on the Mekong River earlier this month, the Bangkok Post reported Sunday.

The suspects, who were servicemen of a task force of the Third Army, reportedly turned themselves in on Friday after the issue of a arrest warrant by the police. They have been questioned by the police and are facing charges of murder and tampering of evidence. But they denied all the charges, according to the report.

Deputy Prime Minister Chalerm Yubamrung, who is in charge of security affairs and overseas national police, said that "solid evidence" suggested that the cargo ships where the 13 Chinese sailors were aboard were attacked by weapons fired from the Thai side. Meanwhile, a background check on the Chinese victims showed that they didn't have any convictions for drugs offences, he said.

Thai police chief Pol Gen Priewpan Damapong on Friday revealed the identities of the nine suspects and insisted that the army and the government were not behind the killing. He said further investigation is still underway.

Two cargo ships, Huaping and Yu Xing 8, were attacked on Oct. 5 on Mekong River near the golden triangle area and 13 Chinese sailors were killed.

Thailand's northbound train services resume

Train services to the North from Bangkok have resumed but southbound train services still remain suspended due to flooding of the railway tracks, local media reported Sunday.

According to State Railway of Thailand (SRT), the first Bangkok- Chiang Mai express train departed the capital Saturday morning, same as the Chiang Mai-Bangkok express train. Both trains would re- route via the east to avoid flooded areas, resulting in few-hours delay.

The northern trains had been suspended for a month after floods covered the tracks in some northern and central regions.

The SRT suspended the southern train services and refunded money to those who had already bought tickets, after railway tracks in some central provinces were submerged.

The country's worst floods have also crippled some 75 highways and roads in 18 provinces. Although floodwaters have subsided, 26 provinces with about 2 million are still suffering from the ongoing floods which have battered the country since late July.

A total of 381 people were confirmed dead and two people were missing in Thailand's worst floods that have inundated many provinces since July 25, the Disaster Prevention and Mitigation Department said on Sunday.

Floods which affected 62 of 77 provinces started receding in some provinces. Currently, the deluge still prevails in 144 districts of 26 provinces in northeastern and central regions, affecting 2,035,119 people, the department said.

Bangkok, the country's capital city, is on the edge of flooding as its outer areas were inundated and one of the airports swamped this week. In the eastern part of Bangkok, a total of 27 communities outside floodwalls were inundated by the northern runoff. People along Chao Praya River have been warned of overflow.

Bangkokians have rushed out of the city during the five-day special holiday from October 27-31 declared by the cabinet on last Tuesday.

Since the most severe floods in over half a century caused by heavy monsoon rains and tropical storms have lashed the country, over 9.4 million people affected and hundreds of roads and highways were under water, some 75 out of these were so damaged that they became impassable. Ten thousands of factories inundated, putting over 600,000 employees at the risk of loosing their jobs.

Thai flood to recede in early November: PM

The flood water inundating outer areas of Bangkok is expected to start receding in the first week of November, Prime Minister Yingluck Shinawatra said on Saturday, Bangkok Post online reported.

In her "Yingluck Government meets People" weekly talk show on radio stations under the supervision of the Public Relations Department, Yingluck said Royal Irrigation Department has been assigned to rapidly drain the flood water out to the sea through canals in the eastern part.

The Bangkok Metropolitan Administration and the Ministry of Natural Resources and Environment have been directed to drive the northern runoff out through Khlong San Sab, she added.

In the western part of the capital, the Royal Irrigation Department and Ministry of Transport are responsible for draining the runoff from the North to the Gulf of Thailand through the Chao Phraya River and Tha Chin River, said the prime minister.

She said the flood situation in the Central Plains is improving as the flood water in central provinces of Nakhon Sawan and Chainat has already receded.

A total of 381 people were confirmed dead and two people were missing in the floods that have inundated the upper part of the country for almost three months, the Disaster Prevention and Mitigation Department reported on Saturday.

Four more people were confirmed dead on Friday in central province of Nakhon Sawan, which has the highest death toll of 59 people, following by central province of Phichit, of which 50 people killed by flood.

Flash floods were caused by the heavy monsoon "Nock-Ten" and overflow from several dams in upper part of the country since mid July.

On Saturday, floods still prevail in 27 of 77 provinces and are affecting about 2.2 people from 730,000 households.

The flood have affected about three million households and about 9.9 million people in 63 of 77 provinces since July 25.

About 75 main highways in 18 provinces are flooded and cannot be passed and 18 north-bound train routes were canceled.

Seven killed in S Thailand attacks

 At least seven people were killed in a series of attacks by suspected Muslim insurgents in south Thailand on Sunday, police said Monday.

A group of gunmen, dressed as women, shot dead two rangers on a checkpoint in the main town of Narathiwat province, Thai media Bangkok Post quoted police as saying.

Two nearby supermarkets were bombed shortly after the shooting, causing fires that took three hours to extinguish. Five bodies were retrieved from burnt buildings. Seven people were injured, the English newspaper reported.

More than 4,800 people have died in a conflict of eight years in southern Thailand. Last month, more than a dozen suspected insurgents attacked a school in Narathiwat, killing four soldiers and seriously wounding one child.

Bangladesh will send relief supply worth about one million U.S. dollars for the flood victims of Thailand, said a press release issued by the country's Ministry of Foreign Affairs Monday.

It said that the relief materials are being dispatched to represent Bangladesh's sympathy and care for Thai flood-hit people, as well as demonstrate friendship between the two countries.

The Bangladeshi government and its people are deeply concerned over the devastating flood that the Southeast Asian country is experiencing, said the press release.

It said Prime Minister Sheikh Hasina has sent a message to her Thai counterpart, Yingluck Shinawatra, expressing her condolence and sympathy at the loss of lives and damages of properties caused by the flood, worst in more than 50 years.

Bangladesh would be most happy to extend all possible cooperation to the friendly people of Thailand in addressing the challenge and hopes that the people of Thailand would soon be able to overcome it, it added.

Thailand's House Speaker has called a meeting of members of the House of Representatives to discuss flood situation on Oct. 26 and 27, Deputy House Speaker Charoen Chankomol said on Monday.

Charoen said the House meeting will consider urgent motions on ways to solve the flood problem and to help the flood victims on the current floods and landslides crisis.

He believed the ongoing floods in suburb of Bangkok would not obstruct the planned meeting but if it is necessary the meeting could be postponed.

Since widespread floods inflicted by heavy monsoon rains and tropical storms have affected 62 provinces late July, or forth- fifths of the country, over 9.4 million people have suffered and more than 350 dead.

Ten thousand factories were inundated, putting over 600,000 employees at the risk of unemployment.

The country's capital city is on the verge of being flooded as massive floodwater from upper north and outflow from several canals could wreak havoc.

Although the recent assessment of economic damage was put at around 13 billion U.S. dollars, the figure could double if Bangkok is swamped.

Commerce Minister Kittirat na Ranong on Monday unveiled after meeting with flood-hit manufactures that the ministry plans to propose the Cabinet for the consideration of a set-up of 100-billion-baht fund (3.3 billion US dollars) for business reconstruction.

The Monday meeting was held to discuss ways to revive affected businesses with representatives of factories from eight inundated industrial estates including Saharatana Nakorn, Hi-Tech, Bang Pa- in, Rojana and Factory Land in Ayutthaya province as well as Bangkradi and Navanakorn in Pathum Thani province.

The commerce minister said the meeting aimed at enabling those flood-hit entrepreneurs to resume their production in 45 days after floods subside.

Meanwhile, the Board of Investment of Thailand will grant eight- year tax exemption to the affected manufacturers when importing machineries or equipments from abroad, according to Kittirat.

Is has been initially estimated that damage cost for those flood-stricken industrial parks, homes to over ten thousand factories, could be at least 100 billion baht (3.3 billion US dollars) or cut economic growth projection of this year by one percent, according to experts.

The Ministry of Energy has confirmed that gas stations are still providing normal services for motorists on all roads to the northern and northeastern regions that are unaffected by floods.

In response to concerns among people traveling from Bangkok to the North and the Northeast by car that it would be difficult to find fuel to refill their tanks due to the current flood crisis, Spokesperson of the Energy Ministry Pachara Naripthaphan assured that all service stations along the recommended roads previously announced by the Department of Highways still remained operational.

Nonetheless, he urged commuters to check on the flood situation before hitting the road and use only suggested routes in a bid to avoid being stuck in flooded areas without gas stations.

Speaking of the current supply of natural gas for vehicle (NGV), Mr Pachara confirmed that it was adequate for consumption, adding that the fuel was still being delivered as usual to service stations within flood-free locations.

Kittiratt to propose loan fund for helping flood-hit industrial sites

Deputy Prime Minister and Commerce Minister Kittiratt Na Ranong is preparing to ask the Cabinet to consider establishing a loan fund for rehabilitating seven flood-damaged industrial estates.

After convening with entrepreneurs whose factories are located in seven flood-torn industrial estates, namely Saha Ratana Nakorn, Rojana, Hi-Tech, Factory Land, Bang Pa-in, Nava Nakorn and Bang Kadi, Mr Kittiratt stated that he would request the Cabinet to set up a special fund for providing the troubled operators with rehabilitation loans. The project will possibly require a budget of over 100 billion THB; however, some foreign financial institutions have expressed interest in contributing to the relief effort.

As part of the rehabilitation plan, seven subcommittees will be formed to take care of the seven industrial sites individually and coordinate relevant operations with the main panel. The ultimate goal is to help all impacted entrepreneurs resume their operations within 45 days after the water levels drop to below flood barriers in their areas.

In case machinery or equipment needs to be imported from overseas by the operators for pumping out the floodwater or repairing the utility system, exemptions will be imposed on their tariffs while authorities will also help speed up related procedures.

Transport Min: Restoration of damaged roads might cost 25 bn THB

The Ministry of Transport has indicated that a budget of up to 25 billion THB might be needed for the repair of flood-damaged roads and highways while efforts are urgently being made to unblock transportation routes.

Permanent Secretary for Transport Supoj Saplom insisted that authorities were striving to save the transportation system from being impacted by floods. So far, floodwater has made commutes difficult on many northbound roads, including Phahonyothin Road at Bang Pa-in and Wang Noi districts of Ayutthaya, the Asian Highway heading towards Nakhon Sawan, Motorway Number 9 between Bang Pa-in and Bang Bua Thong as well as the Chaeng Wattana-Bang Pa-in Expressway between Thammasat University and Bang Pa-in.

People traveling to the North are encouraged to take the road towards Nakhon Pathom and Suphan Buri before returning to the Asian Highway at Ang Thong or Sing Buri.

As for motorists bound for the Northeast, they are recommended to avoid the flood by using the Don Mueang Toll Way to Rangsit-Nakhon Nayok Road before continuing their journey to Saraburi province via Nakhon Nayok’s Ban Na district.

According to Mr Supoj, flood damages have been reported on a total of 80 roads under the supervision of the Department of Highways and another 200 roads under the supervision of the Department of Rural Roads. The Permanent Secretary affirmed that repair works would be conducted immediately after the floods had subsided.

An initial budget of one billion THB is expected to be spent on reopening the flooded roads for traffic while another amount of 20-25 billion THB might be required for their complete restoration.

The Energy Ministry may have to postpone its launch of energy credit card project as a result of the ongoing floods.

A source from the Energy Ministry revealed that the campaign, due to kick off in late October, would have to be put off as the floods had forced many natural gas for vehicles (NGV) stations to stop providing service temporarily and had also made officials unable to install the system at the NGV stations.

The energy credit card project is designed to help shoulder the financial burden of low-income earners having NGV vehicles by allowing them to refill their tanks within a credit limit of 3,000 baht per month. Those eligible for the scheme include taxi drivers, van drivers and general car owners.

PTT Public Company Limited (PTT) has agreed to seek a budget of 196 million THB as the credit fund and the Finance Ministry will be the debt guarantor.

Thailand Wholesale and Retail Association has predicted that the country will see a tight money situation after the floods while suggesting that self-reliance can help people pull through this difficult time.

Although instant food manufacturers are enjoying their sales jump, Thailand Wholesale and Retail Association has forecast that the public frantic search for dried or canned food would eventually die down. The fact that Thailand is one of the world’s major food sources has given Thai people the habit of eating different kinds of food. So, they will by no means be able to eat the same kind of food for a long time.

The Association also said that following the devastating flood would be a deflationary phase, and related agencies should come up with ways to promote employment and boost trade among people of all levels.

Prime Ministry Yingluck Shinawatra chaired a meeting with government and private sectors to discuss the flood-caused effect on the economy and the strategy to win back trusts among investors.

The meeting's main objective was to raise discussions among government sector and private sector over the subject of economic effect of the flood disaster.

Participants include Mr Kittiratt Na Ranong, Deputy Prime Minister and Minister of Commerce, Industry Minister MD Wannarat Channukul, Finance Minister Teerachai Puwanartnaranubala, Chairman of the Federation of Thai Industries (FTI) Payungsak Chartsutipol,, representatives from the Board of Investment of Thailand and the governors of Bang Kadi and Hi-Tech Industrial Estates.

In the meeting, the subjects to be discussed consist of the effect of the deluge on the Thai economy and the measures to rehabilitate the economy which in turn relate to the expansion of Thai economy, as well as the strategies to regain trusts from investors. Mr Kittiratt will take charge of declaring the resolutions to the media after the meeting.

The Highways Department has exempted toll fee for drivers using the highway # 9 in another bid to help alleviate people’s difficulty during the floods.

Starting from today onwards, drivers taking the Bang Pa In – Bang Phli section of the Highway No. 9 or the Outer Ring Road will be exempted from paying toll at the Thanyaburi and Thap Chang toll gates until November 10.

Highways Department Director-General Wanchai Paklak said the toll exemption was made because part of the section was affected by the floods, posing difficulties to drivers. Charging the drivers while the highway conditions are still deficient will be unfair. The campaign is expected to facilitate those wishing to move out of the flood-hit areas and also the transport of aid to affected people at the same time.

Don Mueang cargo terminal to convert into ad hoc goods distribution center

The government has turned Don Mueang Airport into an ad hoc goods distribution center to solve transport problems brought on by floods.

Starting from Monday, the 30,000 square meter cargo terminal at Don Mueang will serve as the distribution center for modern trade operators, including Tesco Lotus, Big C and CP ALL. The scheme is expected to enable the consumption products to reach retailers within 48 hours.

Commerce Minister Kittiratt Na-Ranong said consumer product shortages resulted from the worry about floods, which had prompted people to stock up on food. He also admitted that the delivery of consumption items to Bangkok and the vicinity had been problematic over the past two weeks as many distribution centers were based in flood-torn Ayutthaya where transport routes had been hit.

Now that the transport of consumer products is expected to take a shorter time, Mr. Kittiratt advised the public not to overspend their money, explaining that the supply would be enough for all.

MOPH assures no shortages of medicines

The Ministry of Public Health has instructed related agencies to stockpile medicines amid flooding as well as regulate their quality and prices while voicing confidence in their adequacy for flood victims.

Public Health Minister Witthaya Buranasiri pointed out that a thorough safety plan had already been formulated for hospital patients to prevent them from being affected by the current flooding catastrophe. In case Bangkok and its vicinities become inundated, he said patients within the areas would be promptly transferred to other hospitals in surrounding provinces.

On this occasion, the Minister insisted that shortages of medicines would not occur during this period as he had already assigned the Food and Drug Administration and the Government Pharmaceutical Organization to maintain sufficient medical stockpiles. The quality and prices of drugs will also be under close monitoring.

According to Mr Witthaya, the Public Health Ministry has dispatched over 200 teams of medical personnel to provide treatment for flood-affected people on a daily basis. Out of over 728,000 patients, the majority has been diagnosed with athlete’s foot.

People who are running out of household medicines are also welcome to ask for more from the mobile medical units, which will continue their duty until the situation is back to normal.

The Mass Rapid Transit Authority of Thailand (MRTA) has closed its 40 flood-risk entrances and exits, out of the total of 140. The services, however, remain available as usual.

In preparation for the floodwater which might flow into the MRT stations, Deputy Director of MRTA Mr Ronnachit Yaensaard said that his officials have closed approximately 70 flood-risk entrances and exits from the total of 140 points that might allow water to flow or leak into the MRT tunnels.

Insisting on the need to do this beforehand, he pointed out that if the flood comes or the water rapidly increases at night, protection of the MRT stations might not be thorough. However, MRTA continues to offer its service as usual but it also keeps watch on the flood-prone points, most of which are on main roads such as Ratchadabhisek, Phahonyothin, Sukhumvit and Asoke.

In its precautionary measures, if the water level increases up to 50 cm from the sidewalks in front of each underground station, based on the water level recorded in 2006 flooding crisis, the necessity to close all of the entrances and exits will be immediately put into consideration bythe MRTA.

As for now the MRT service is still available as it is estimated that all 18 MTR might not be flooded. However, the MRTA might have to stop its transporting service if the situation reached the critical point. In that case, the MRTA will announce to the public again.

Flood evacuees, volunteers begin to arrive at Rajamangala Stadium

More flood evacuees are traveling from Thammasat University Rangsit Campus to Rajamangala Stadium after inundation prompted a need for their relocation while a number of volunteers have arrived at the new shelter.

Deputy Prime Minister and Minister of Tourism and Sports Chumpol Silpa-archa observed the condition of Rajamangala Stadium in Bangkok, which had been designated as the new evacuation center for flood-affected people from Ayutthaya and nearby areas. The previous evacuation center at the Rangsit campus of Thammasat University, which was housing around 3,800 people, had to be shut down after floodwater successfully penetrated the dyke surrounding the university and inundated the entire campus.

The Minister stated that Rajamangala Stadium could accommodate up to 2,000 persons while sufficient food, drinking water and sleeping bags had already been prepared. If there is no rain and the Government can quickly release the floodwater into the sea, he believed the stadium, which is located in the Hua Mak area, would not experience any flooding.

The evacuees from Thammasat University are now gradually arriving at the stadium while over one thousand volunteers have already flocked to the site to provide them with assistance.

For the rest of the flood victims, two more evacuation centers have been launched at sport facilities in Saraburi and Chon Buri provinces with capacities of 2,000 and 4,000 persons respectively.

The Association of the Physically Handicaped and the Autism Foundation of Kalasin province and relelated agencies donated mealboxes and drinking water to Kalasin Red Cross Society to be distributed to flood victims.

Kalasin Provincial Social Develpoment and Human Security Officer Mr Sai Triamthaisong, President of Council of Persons with Disabilities of Northeastern Thailand Association Mrs Somkid Sutthiprom, representatives from Intellectual Development and Support Association, Association for Blind Occupation Promotion, Association of Blinded Masseur, Kalasin Autism Foundation and Association of Physically Handicaped of Pai sud-distritc, Kalasin province handed over 460 mealboxes and drinking water to Ms Wanee Jiwarungsan, President of Kalasin Red Cross Society to assist Kalasin residents who are encountering the current flooding.

Receiving the donations, President of Kalasin Red Cross Society thanked all agencies for their kind donations and assistance for the flood victims, reflecting the admirable spirits of Kalasin people. Those suffering from flood can receive fresh food, rice and eggs from Kalasin Red Cross Society. Also those who want to help with cooking and packing stuffs for flood victims are welcome.

Chi River floods Kalasin-Roi Et main road

Chi River flushed into the main Kalasin-Roi Et road, making it impassable for small vehicles.

Overflow from the Chi River destroyed the 1-metre-high clay embarkment in Lam Chi sub-district in Khlong Chai district and Chao Tha sub-district in Kamalasai district, flooding a lot of rice fields and houses. In addition, it has inundated 2 sections of the main road under the responsibility of the Department of Highways.

The first inundated section is around the intersection at the entrance of Ban Hua Haed and around Ban Nong Chod at a distance of 1 kilometre long with 70 cm-high water level, making small vehicles unable to pass. Another section of 80 metres is around Ban Tha Klang close to the foot of the Chi River Bridge.

Those travelling from Kalasin to Roi Et can avoid the flooded routes by driving up to Ban Bo Intersection, turning left for 20 metres and turning right at the 5 km mark on a non-asphalt road which passes Ban Nong Tu, Ban Dong Ling and Ban Nong Chod. This road leads to the Kalasin-Roy Et main road and River Chi River Bridge connecting to Roi Et province. Another option to go to Roi Et provinve is via Yang Talat district, into Kanthara Wichian district to reach Maha Sarakham province and Roi Et province respectively.

BKK Governor set 3 measures to keep royal territories, Don Mueang Airport and industrial estates on guard

Bangkok Governor has prepared 3 flood prevention measures to protect major locations including royal territories, Don Mueang Airport and industrial estates from being flooded.

According to BMA Governor MR Sukhumbhand Paribatra's latest statement on water situation, residents in the 6 flood-risk areas in Bangkok were informed to be cautious all the time because all the floodgates in Bangkok have already been opened to release the water more rapidly, after the residents were earlier urged to move their belongings to higher ground as announced in the 4th issue of BMA's announcement.

As for today, it is estimated that there will be rains in 20% of the area but if the amount of rain is enormous, the release of floodwater into the sea will be slowed down. Currently, the water in Prapa Canal has not yet subsided while there is stll overflow in Prem Prachakon Canal adjacent to Don Mueang district.

According to the resolution of the BMA's meeting, there will be 3 monitoring strategies including firstly, the prevention within royal territories possibly affected by the 6 flood-prone districts, secondly, the flood monitoring and prevention scheme of the Flood Relief Operations Center (FROC) and lastly, the protection of the industrial estates from further posing flood-hit effects on enonomy.

BMA Governor added that he had cooperated with the Metropolitan Electricity Authority to monitor electrical system used with water pumping machines to achieve constant water release process. He also called on executives of the Lat Krabang Industrial Estate and the Bang Chan Industrial Estate, both of which are located along the embarkment, to discuss and consult about the flood prevention methods before meeting with the Prime Minister to discuss about other matters.

Prime Minister Yingluck Shinawatra has admitted that the flood levels are still high while discussing prevention plans with the Bangkok Governor to protect inner Bangkok from inundation.

Ms. Yingluck said many areas of Bangkok have been inundated due to several factors which are difficult for related authorities to control. She further added that the sluice gate at Khlong 1 could not be closed as the torrent was too strong; however, every effort had been made to close the gate.

The Prime Minister insisted that the government and the Flood Relief Operations Center were not trying to conceal information from the public, adding that related authorities had been assigned to update the public on the flood situation constantly.

Over a thousand of soldiers have been instructed to protect the barriers 24 hours a day while the Bangkok Governor has attended the meeting with the Prime Minister to discuss emergency plans should the situation get out of hand.

Khon Kaen province has been set as a new green city of Thailand that will promote the use of alternative energy and attract investors in the ASEAN region.

Thailand’s Board of Investment Shanghai Office Director Ms. Bung-on Thitapaisarn said at the 8th China-ASEAN Expo in Nanning of China that Khon Kaen was introduced to Chinese participants as a trading hub of ASEAN.

The move was to facilitate Thailand into becoming an active member of the ASEAN Economic Communtiy in 2015. According to Ms. Bung-on, many Chinese investors were interested in Thailand as the country had potentials in many areas such as food, health, services and electronics just to name a few.

Those investors also showed great interest in the green energy industry in Thailand, which, according to Ms. Bung-on, responded well to the EGO City project of Khon Kaen which has begun since 2004. The ‘green city’ concept has been raised to appeal to prospective Chinese investors.

As for the flood crisis, Ms. Bung-on said the Board of Investment has always kept foreign investors updated on the situation and they are fully aware of the natural disaster while they continue their businesses in Thailand.

Prime Minister Yingluck Shinawatra has visited the Flood Relief Operations Center (FROC) at Don Mueang to follow up on the flood crisis in Bangkok and its vicinity.

According to her preliminary schedule, the Prime Minister has no plans to make field visits to flood hit areas. Her meeting at the FROC is expected to produce additional plans to prevent further flooding in Bangkok as well as solutions to help people who have now been affected by the floods.

SAT Governor prepares Rajamangala National Stadium and National Sports Training Center Muak Lek to receive flood victims

The Governor of the Sports Authority of Thailand (SAT) geared up for the arrival of the flood victims at the Rajamangala National Stadium and the National Sports Training Center Muak Lek in Saraburi Province where a total of 2,500-3,000 evacuees can take shelter.

SAT Director Kanokpan Julkasem revealed about the preparation to use the Rajamangala National Stadium as a flood evacuation center after some of the flood evacuees from Thammasat Universiry (TU) are ready to move in today. Speaking after the meeting, Mr Kanokpan said it was estimated that a majority of the flood victims in TU would move to the National Sports Training Center Muak Lek which can accommodate about 1,500-2,000 evacuees. The center contains 3 dormitories, 2 gymnasiums and an air-conditioned administration unit coupled with a canteen.

The Rajamangala National Stadium, with a capacity of accommodating 500-1,000 evacuees, will provide its front building and the stadium equipped with air-conditioners and mattresses. Despite the two additional evacuation centers, some flood victims demand to go back home while some will move to military camps in Saraburi province. Although the Rajamangala National Station is located in the flood-prone area which might affect the travelling of the evacuees later on, the SAT has prepared a back-up plan to deal with the looming obstacle. Assistance to the flood victims is supported by officials from Ministry of Tourism and Sports and other volunteers.

U.S. marines join hands with thousands of Thai volunteers to pack flood relief bags to help Thai flood victims.

Mrs Somthavil Yungyoo, an assistant secretary of Princess Bajrakitiyabha, revealed that today a troop of more than one hundred U.S. marines from the USS Mustin of the United States Navy generally based on territorial waters in Yokosuka, Japan has officially embarked at Laem Chabang Port, Si Racha district, Chon Buri province.

Upon the arrival, the U.S. marines joined Thai volunteers at U-Tapao International Airport, which has been allowed by the Thai Royal Navy to be used as a place for packing flood relief bags and donation goods provided by the Friends in Need (of "Pa") Volunteers Foundation.

The goods will be immediately sent to assist the flood victims in Bangkok and Pathum Thani. On this occasion, the U.S. marines also admired Thai people for loving and caring shown towards each another, especially during the hard time when everyone is volunteering to give assistance. Moreover, they were glad for coming to help pack relief goods for Thai flood-hit people today.

Bangkok Governor M.R. Sukhumbhand Paribatra has suggested residents in six areas of the capital to brace themselves for the approaching flood water.

The run-off from Rangsit area in Phatum Thani is on its way to Don Muang, Laksi, Bang Khen, Chatuchak, Bang Sue and Sai Mai. The Bangkok governor asked people in those areas to move their belongings to the upper floor. Those living in high-risk locations are advised to take a shelter at the evacuation centers for the time being.

The Foreign Ministry will inform foreign embassies in the flood-prone areas of the situation, and the Bangkok Metropolitan Administration will post the governor’s announcement on the BMA website.

M.R. Sukhumbhand asked the public not to panic but instead follow his reports closely, adding that emergency and medical officials would be on hand to help them. The BMA will assess the situation again today and the governor will inform the public immediately if the situation turns critical.

Bangkok Metropolitan Administration raised concerns over the water situation in Lak Hok and Prapa Canal since both of them place a direct impact on the flood prevention of Bangkok's inner city.

Bangkok Governor MR Sukhumbhand Paribatra said that the water situation in Lak Hok and Prapa Canals would possibly affect Prem Prachakon Canal in which water level was rising. Since Prem Prachakon Canal has a direct influence on the flood prevention of Bangkok's inner city, the water problem in Lak Hok and Prapa Canal needs immediate resolutions.

Also, inspection of the vulnerable parts of the embarkments in eastern Bangkok showed that some roads subsided, limiting the possiblity to build embarkments. BMA, moreover, in cooperation with the Department of Highway (DOH) to increase the height of a 35-kilometer-long section of the embarkment along Rom Klao Road by 3 meters. 1,200 housholds in 27 communities in 13 districts outside the baricade line are asked to relocate to take shelter at the temporary evacuation center for their safety.

At present there are 43 evacuation centers in 14 districts in Bangkok accommodating a total number of 2,683 flood evacuees. The most populated centers range from Don Mueang center with 1,435 evacuees, Lat Krabang center with 225 evacuees, Sai Mai center with 194 evacuees to Lak Si center with 556 evacuees respectively. According to a back-up plan made by the BMA, five additional evacuation centers will be set up to receive up to 10,000 evacuees.

In addition, Bangkok Governor has announced that the opening date of the next semester of every school affiliated with the BMA will be postponed to 15 November, adding that schools will open on certain weekends to ensure the complete curriculum.

Toll-free expressways opened until 31 Oct for flood relief operations

The Expressway Authority of Thailand (EXAT) has opened toll-free expressways from now until 31 October to reduce the public hardship, yet parking vehicles on any expressway is not allowed.

In response to the flood disaster in Bangkok, its vicinity and other areas in Thailand, EXAT decided to cancel expressway tolls for Chalong Rat Expressway, Burapha Withi Expressway and Kanchanaphisek Expressway (Bang Phli - Suksawat) from now until 24.00 hrs. on 31 October 2011. The toll exemption aims at facilitating motorists with more convenient traffic during the floods.

As the current flooding situation is still severe and transportation is disrupted, every expressway is reserved primarily to be used for transporting forces, materials and equipment to assist flood victims, as the last key traffic route to deliver assistance to the flood-hit people.

However, vehicles are not allowed to be parked on any expressways in order to avoid possible harms to personal properties as well as high risk of accident. Any car parked on the expressways will be detected by the CCTVs and will be moved away consequently. Science and Technology Minister proposes CCTVs as water situation inspecting tools as BKK to be hit by flood

Minister of Science and Technology proposed the plan to use closed circuit televisions (CCTVs) set up around Bangkok as water situation inspecting tools, believing that Bangkok would be flooded, but the water level would not be very high.

Mr Poldprasop Suraswadi, Minister of Science and Technology, said that he would propose the idea of adapting the CCTVs generally used for traffic monitoring purpose to be used for inspecting water circumstances each day.

Moreover, he urged the Flood Relief Operations Center (FROC) to disclose the truths to the public , instead of concealing from them, so that they could get prepared to deal with the situation promptly and correctly. As for the worst case scenario of the flooding in Bangkok, it would last more than 45 days, as the city was considered a vulnerable area, situated on low land and influenced by high tide.

The people are asked to prepare for the high tide at the end of this month. After the high tide has gone, Bangkok will be safe. Nevertheless, Bangkok will be absolutely inundated but the water level will not be high.

The Provincial Electricity Authority (PEA) has decided to extend the deadline for electricity bills for flood victims.

PEA Director of Communication Ms. Arunsri Jongjiamjit said residents and small business owners who had been affected by severe flooding would be able to apply for the 3-month extension at the PEA.

ABAC poll shows Thai majority is worried about political conflicts during flooding

ABAC poll showed that the majority of Thai citizens is worried about political conflicts during the plight of flooding while they demand cooperation from all sides to solve the problem.

According to Director of the ABAC Poll Research Center Dr Noppol Kanika, the survey titled 'Lessons learned from the deluge crisis in Thailand' among 1,305 samples of Bangkok residents during 15-22 October 2011. Results show that the majority of 66.3% have learned how to adapt themselves to handle flood situation, 67.2% see the need to spend more money during the situatiom and 55.9% have to spend much more money during the post-flood time.

Projecting on the income in 3 months ahead, 53.8% of the respondents are convinced that their incomes will remain the same while 31.4% believe that their incomes will decrease. As for the most concerned matter among the public, 83.6% cited the political conflicts during the flooding while 81.1% wanted to see the cooperation between Pheu Thai Party and Bangkok Governor.

Moreover, the survey found that 48.9% of the respondents estimated that the flooding crisis would be resolved within one month. 95.5% of them said that the post-flood rehabilitation steps would range from renovation of houses, city and community clean-up, workplace, career support to infrastructure development.

According to local sources, Bang Bua Thong district is currently facing a worsened crisis. A large number of local evacuees had fled the area due to the vast amount of excessive floodwater penetrating the region which may become more dangerous for the public.

The disaster had caused distraught families to immediately evacuate the area immediately leaving the congested and damaged places for military officials to attend to. GMC vehicles and other large caterpillar vehicles with lifesaving equipment are now in the area for continuous rescue operations. However, certain areas are still inaccessible, including Klong Chek and Klong Lamli.

Moreover, reports suggests that certain areas are congested with polluted water and had even discovered an invasion of a 4 meter crocodile. Luckily, no injuries or animal attacks were reported. In the disaster, 8 had lost their lives from electrocution and drowning.

The district is in a state of despair and needs more assistance and boats to deal with the disastrous floodwater.

The service will allow money transactions to be made from postal orders straight to accounts of Kasikorn Bank and Krungsri Bank. All branches are currently participating and those who intend to make any transactions will require an account number of the stated banks.

Police caught flood thieves

Nakhon Nayok Police yesterday announced an arrest of three thieves who robbed a flood victim in the Muang District.

Authorities revealed that these criminal are Sombut Seubchart, Thanongsak LomVong , and Samarng Sangsom.

The three men allegedly snatched 35,000 cash from Mr. Supat Jamseen after pretending to help him moved his stuck pickup truck earlier on the 11th of this month.

After investigation the police were able to find the whereabouts of the 3 men and eventually lead to their arrests earlier last week. The three are now held for further legal proceedings.

Chiang Rai Police yesterday raided Huai Pu Phatthana village in Mueang district, in its effort to arrest 3 men for their involvement with an international drug cartel.

Authorities revealed that the three suspects were Janoea Ukha, Nako Aeboe and Ja Uikaeo. The police were able to seize 12 tubes of heroine, 1 tick of explosive gel, 1 kilogram of ICE, and a hand gun with some ammunition. All evidence and the three suspects are sent to authorities in Mae Yao Precinct for further investigations.

Thaiflood separated itself from FROC

The founder of the Thaiflood website, Pramet Minsiri, yesterday announced the separation of the site from the government run Flood Relief Operation Center, citing the conflict in their stances.

The website, an organized effort by the civic sector, had stood side by side with the center since the beginning of the crisis. However, Mr. Pramet claimed that the two entities had developed several conflicts involving information and cooperation to the point that they could no longer work together.

He strongly criticized the center’s works, citing that it needed to be well organized and ignore political influences in order to be able to achieve its ultimate objective of preventing flood or inform the public of it as soon as possible.

The Thaiflood website founder gave an example of such works, saying that the evacuation plan need to have more details, such as evacuation destination, adding that without one, announcing an evacuation would only cause panic.

Mr. Pramet explained that the decision came after he received a call from a government official ‘asking’ him to send the information to the FROC before releasing it to the public. Thailflood refused to comply with the demand as previously the information took too long to reach the public to be useful.

Narcotics delivery bust in Bangkok as all attentions are on flooding

Provincial Police Region 1 yesterday had apprehended a man for possession of narcotics. The man in questions, Yingchai Puttipongarcha, was caught at Tesco Lotus in Bangphli District, Samut Prakan Province, after the police received a lead on a possible narcotics delivery.

Authorities spotted Mr. YingChai’s pickup truck suspiciously parking near the venue, they then asked to search the vehicle and found 40,000 pills of methamphetamine in a bag laid near the driver.

Mr. Yingchai loaded his truck with vegetables to divert the attention from the police, but fortunately they thoroughly searched the vehicle and found the drugs.

Authorities also said that the suspect used the flood to his advantage, seizing the opportunity to deliver the goods while authorities were busy with flood relief operations. He is now waiting for further legal proceedings.

Sand bag barriers along the Khiew Khai Ka pier at Bang Kra-bue intersection had collapsed causing a large amount of water from the Chao Phraya River to enter the city.

Military officers have begun to contain the situation by building sand bag barriers around the affected areas and cut out the electricity in certain areas in order to prevent accidents. Furthermore, motorists are urged to avoid using Samsen Road as both inbound and outbound lanes are flooded.

Officials from the Dusit District Office stated that military personnel and related authorities had successfully contained the situation with the help from local volunteers in plugging the leakage with more sand bags. Flood water on Samsen road is now receding. As for preventive measures in the long run, the district office will see to it that the breached floodwall at the fence of Rajini Bon School will be repaired properly.

Interview: Thai FM proposes four-country escorts on Mekong River to ensure safety

Thai Foreign Minister Surapong Tovichakchaikul Saturday proposed joint escort operations from China, Thailand, Laos and Myanmar on Mekong River to ensure shipping safety after at least 12 Chinese sailors were hijacked and killed by suspected drug traffickers.

"Joint escorts of commercial ships on Mekong River by vessels from the four countries could be a good solution to the problem," the Thai foreign minister told Xinhua.

Thailand is willing to escort the ships if asked to do so, he said, adding that he will discuss the issue with his Myanmar counterpart in a visit on Oct. 24.

At least 12 Chinese sailors on two cargo ships were killed in an attack by unidentified armed people on Oct. 5 on a section of Mekong River that forms the border of Thailand, Laos and Myanmar. One Chinese sailor is still missing.

Surapong said the Thai government attaches great importance to the deaths of Chinese sailors and shipping safety on Mekong River. "This is a matter of great magnitude, it concerns the safety of sailors and also affects trade in the region."

Thai-Chinese trade in Chiang Saen district has halted after the killing of Chinese sailors, costing a loss of 2 billion baht (66 million U.S. dollars) a month in bilateral trade via the Chiang Saen Customs House, said Surachart Chantawatcharakorn, an officer with the customs house.

Thai Ministry of Foreign Affairs said in a statement Friday that the Thai government will cooperate with China in investigating the deaths of the sailors.

A team of officials from China's ministries of foreign affairs, public security and transport arrived in Chiang Rai Province in north Thailand. Surapong said the Thai government will give convenience to the work of the Chinese team in Thailand.

He said the Thai government has already been giving convenience to the work of Chinese authorities, including admitting and escorting the victims' family members. A total of 29 family members of the killed and missing sailors arrived in Thailand Friday night to morn the victims and conduct DNA tests. They left here for home on Saturday.

Thai FM proposes four-country escorts on Mekong River to ensure safety

Thai Foreign Minister Surapong Tovichakchaikul Saturday proposed joint escort operations from China, Thailand, Laos and Myanmar on Mekong River to ensure shipping safety after at least 12 Chinese sailors were hijacked and killed by suspected drug traffickers.

"Joint escorts of commercial ships on Mekong River by vessels from the four countries could be a good solution to the problem," the Thai foreign minister told Xinhua.

Thailand is willing to escort the ships if asked to do so, he said, adding that he will discuss the issue with his Myanmar counterpart in a visit on Oct. 24.

At least 12 Chinese sailors on two cargo ships were killed in an attack by unidentified armed people on Oct. 5 on a section of Mekong River that forms the border of Thailand, Laos and Myanmar. One Chinese sailor is still missing.

Tropic Storm Nalgae worsens flooding in Thailand

The weakened Tropical Storm Nalgae on Thursday begins to wreck havoc in Thailand, a place that is already extremely vulnerable to downpours after a two-month inundation that has claimed 237 lives and caused an estimated 30 billion baht in damage.

In a town on the bank of the Chao Phraya river about 100 km north to Bangkok, residences and shops are inundated by three- meter overflow, prompting those living in the capital city and adjacent low-lying areas to worry that the deluge may soon take over their homes.

In a Tuesday warning issued by the Disaster Monitoring Centre at the Interior Ministry, Tropical Storm Nalgae, combined with the southwesterly monsoon wind, was expected to bring light to heavy rains to a large part of Thailand from Oct. 6 to 8. Nalgae has been moving southwestwards, sweeping Philippines, southernmost China and Vietnam and has largely downgraded into a depression as it touched northern Thailand Wednesday.

However, with all of the country's major dams reaching 92 percent of their full capacity, even a small storm might bring full-scale damage. Many dams were forced to release rising waters but only left the area downstream suffering more.

Ayutthaya, a historical area in central Thailand, has experienced a flooding mayhem since Tuesday, with its many ancient sites, including the 500-year-old Chaiwatthanaram temple -- a UNESCO heritage site -- half-submerged in surging waters and 43 factories in a large industrial district damaged, most of them Japanese ventures. A total of 237 people had been killed by the floods and three were still missing, the Disaster Prevention and Mitigation Department said in a report Wednesday.

In its first rough estimate, the government on Thursday put the cost of flooding that has been battering the country since late July at 20 to 30 billion baht. "The government expects flood damage of 20-30 billion baht or 0.2 percent to 0.3 percent of GDP, but the real impact will be estimated later," the Bangkok Post quoted Commerce Minster Kittiratt Na-Ranong as saying.

Floods will damage 3.07 million tons of unmilled rice and that the output from the main harvest will fall to 22.3 million tons, compared with a previous projection of 25.8 million tons, according to the estimation of Agriculture Ministry. And the Federation of Thai Industries says more than 100 factories producing auto parts, food and electronic goods have temporarily closed.

Thai Army to get two new Black Hawks

The cabinet has approved a Ministry of Defence proposal to buy two new Black Hawk helicopters at a total cost of 2.8 billion THB for use in general purposes. Deputy government spokesperson Anusorn Iamsa-ard said the helicopters would be acquired during fiscals 2011-2013 with tied-over budgets.

According to Mr Anusorn, the approved plan was a slight change from the original proposal. The Ministry of Defence wanted three Black Hawks of L model, but their production line has just been closed down, prompting the ministry to opt for two Black Hawks of M model which are more expensive but have more powerful engines and longer operation period.

The new helicopters also possess a digitized control and navigation system.

The Royal Thai Army lost a Black Hawk in July 2011 when the helicopter crashed near the Thai-Myanmar border on a mission to retrieve the bodies of soldiers killed in another helicopter crash in Kaeng Krachan National Park in Suan Pheung District, Phetchaburi Province.

One of the most wanted United Front for Democracy Against Dictatorship Darunee Kritboonyalai has turned herself in at Lumphini police station.

Dauree, who has been charged for violating the emergency decree, denied all the charges. She also submitted a written version of her account to police. Despite her confirmation of peaceful and unarmed participation in the UDD protest, Darunee claimed that she was forced to escape abroad for fear of being in jeopardy.

The UDD core member confessed that while she was in exile in Cambodia, she met former PM Thaksin Shinawatra and her Red Shirt fellow Arisman Pongruangrong; adding that she also crossed to the Thai border many times. Darunee said she would continue to support and work hand in hand with the Red Shirt group. She was released without a bail.

The UDD lawyer Karom Poltaklang disclosed that another UDD core member Jaran Ditapichai had returned to the country and was waiting to turn himself in.

The Ministry of Information and Communication Technology (ICT) has identified the hacker of Prime Minister Yingluck Shinawatra’s Twitter account, expecting the arrest to be made in 1-2 days.

After the Twitter page of Prime Minister Yingluck was hacked by an unknown person, ICT Minister Group Captain Anudith Nakornthap announced that the identity of the culprit had been revealed through many pieces of evidence. The individual is believed to be residing within a Bangkok area and to have committed the act by himself.

The Minister stated that the information acquired so far was sufficient for the arrest to be conducted by the police within a day or two, after which the suspect would have to be questioned whether there were others involved.

However, Gp Capt Anudith assured that the ICT Ministry was investigating the case carefully in order to avoid misidentification.

PM Yingluck Shinawatra is scheduled to visit Myanmar on Wednesday to introduce herself to Myanmar’s leader as Thailand’s new Prime Minister.

During the trip, PM Yingluck and President Thein Sein will discuss important issues, including promotion of trade and investment, the opening of a permanent border crossing, drug smuggling across the border and illegal labor.

PM Yingluck and President Thein Sein will also witness the presentation of meteorological equipment and the contract signing ceremony of road and the friendship bridge construction. The contract will be signed by Thai and Myanmar foreign ministers.

PM Yingluck will then join a gala dinner hosted by the Myanmar leader and will return to the country on the same day. She has also planned to visit Malaysia, Singapore, Vietnam and China later this month.

Results from a recent poll suggest that popularity of the government and politics in general is on the way down.

Suan Dusit Poll had revealed an index predicament on the subject of politics , revealing that the popularity is on the decline. By referring to 25 factors of indicators such as the state of civil wellness, the roles of the media, the capacity of the Opposition to handle tasks, etc. the results proved to be on the decline.

According to the poll, 5,376 respondents rated politics 5.24 out of 10 points, an average from the overall 25 factors of indicators. The largest factors that were on the decline include public education, the government’s ability to comply to tasks, and national corruption.

The poll also added that the last year’s results proved to be greater.

BoT warns Govt not to boost economy by spending hefty budgets

The Bank of Thailand (BoT) has advised that the Government should not focus on spending large sums of money on projects to stimulate consumption but should rather save some for emergency.

During a seminar entitled ‘Thailand: Moving Forward with the New Government’, BoT Governor Prasarn Trairatvorakul stated that the central bank would remain committed to its goal to maintain the national economic stability as well as financial balance in 2012. Personally, he disagreed with the Government’s investment of huge budgets in an attempt to encourage the domestic consumption, suggesting that the money should instead be reserved for use in emergency cases.

In addition, the BoT Governor believed inflationary pressures would persist through next year due to both internal and external factors. He also projected that the appreciating baht currency coupled with uncertainties in the global economy would result in fluctuations in the capital flow.

Commerce Min revokes pork export ban

The Ministry of Commerce has lifted its previous ban on both the transport and export of pork as its price is declining towards the normal level; however, such a ban could be imposed again if necessary.

According to Permanent Secretary for Commerce Yanyong Phuangrach, Deputy Prime Minister and Commerce Minister Kittirat Na Ranong has endorsed the cancellation of the ban on any interprovincial transport of live pigs or pork as well as their exports to neighboring countries. The lifting of the ban was prompted by the rebounding supply of live pigs in the market and the weakening retail price of pork.

The prohibition was adopted on 5 August this year amid a constant increase of the pork price to nearly 200 THB per kilogram, which was mainly a result of supply shortages. In the future, if pork becomes expensive again, Mr Yanyong stated that similar measures could be executed in order to keep its price under control.

Flooding will affect economic growth

Flood crisis has dealt a sharp blow on the business sector, forcing entrepreneurs to revise their target growth.

The ongoing flooding has already hit retailers, IT, vehicle, housing as well as production sectors.

Consumption product manufacturers and retailers revealed that the floods would impact buying capacity of consumers, particularly farmers and grocers in flood-torn areas. Although instant noodles have enjoyed a sales rise, other consumption items are likely to see a slowdown since those in affected provinces will cut down on shopping.

Computer dealers meanwhile disclosed that their sales had also dropped as many outlets in flood-hit areas had delayed or cancelled their purchase orders. The dealers predict a 10-20 percent sales drop in the third quarter.

Car manufacturers are spared from the disaster thanks to the government’s tax reduction for first-time car buyers. Motorcycle manufacturers have seen a sharp drop in sales. Property developers have lowered their target sales by six to 15 percent. More than 3,000 factories in the central regions had to halt their operation temporarily due to inundation, causing more than 100 million THB in losses.

The tourism sector remains immune to the flooding. However, the Tourism Authority of Thailand revealed that the global economic woes would slow down the growth in foreign tourist arrivals.

Economists: Rice pledging scheme to be corruption-plagued

Most economists believe the 2011/2012 rice mortgage scheme will pave a way for corrupt practices, according to a latest survey by Bangkok University.

The Bangkok poll has found that 82.1 percent of the economists taking part in the survey are certain of corruption during the process. Almost 87 percent of the respondents are sure that rice mill and silo owners will benefit from the program most. Nearly 75 percent predicted that consumers would bear the brunt of the corruption-ridden scheme.

Sixty percent said that prices offered by the rice price guarantee project would be higher than the rice pledging project. Half of the respondents forecasted that prices of rice shaft paid to farmers would be lower than those announced by the government.

Almost 57 percent believe that rice prices in the world market are very likely to be lower than the government’s planned pricing. At the end of the day, rice mill and silo owners, politicians and exporters will gain from the rice pledging project while consumers, farmers and the government will be most affected.

Almost 60 percent of the respondents suggested that the Commerce Ministry turn to the previous government’s rice price guarantee scheme, which bases prices on actual production costs.

To prevent corrupt practices, the economists advised that the government look into factors contributing to failure of the previous pledging schemes and work out measures to plug those loopholes.

The Bangkok Poll, which was conducted during September 26 – October 3, covers 67 economists from 31 leading research institutions of the country.

Kasikorn Bank, Tourism Authority of Thailand and the Association of Domestic Travel have joined hands to launch a campaign aimed at strengthening small tourism businesses.

The campaign will offer small-scale tourism-related operators, such as hotels, restaurants, souvenir shops and tourism agencies an access to a soft loan of up to 15 million THB regardless of whether they have collaterals. Kasikorn Bank expects to provide total loans of four billion THB to 13,000 customers.

With regard to PR, Kasiokorn Bank, Google Thailand and Advanced Info Service PCL will update the operators on the market trend with SMS service through which the operators can advertise their business as well.

In addition, Kasikorn Bank has planned to provide small businesses with several branches of knowledge, including financing and accounting. Workshops will also be held for operators requiring specific skills, such as spas and tourism agencies.

During October 6-9, Kasikorn Bank will launch a workshop to educate small and medium-sized hotel and tourism operators on techniques to secure sustainable growth and how to prepare themselves for the ASEAN Economic Community in 2015.

Minister of Agriculture and Cooperatives Theera Wongsamut has called off his attendance of two ASEAN meetings in Indonesia during 6-8 October upon worries over the domestic flood situation.

During a meeting with his advisors to follow up with various projects of the Agriculture and Cooperatives Ministry, Mr Theera reportedly informed the attendants of his decision to cancel the planned visit to Indonesia from 6 to 8 October, during which he was scheduled to partake in the 33rd ASEAN Ministers on Agriculture and Forestry (AMAF) Meeting as well as the 11th AMAF Plus Three Meeting.

Mr Theera attributed the cancellation to his grave concerns over the current flooding disasters in Thailand, given the massive amount of floodwater traveling down from the North, the approaching Tropical Storm Nalgae and a forecast surge in sea level in the middle of this month. The Minister revealed that on 8 October he would travel to Sing Buri province to observe the repair of two major sluice gates.

Nonetheless, Mr Theera has assigned Permanent Secretary for Agriculture and Cooperatives Supattra Thanaseniwat to attend the two meetings in Indonesia on his behalf.

Finance Ministry urges banks to help flood-hit customers more

The Finance Ministry has convened a meeting to discuss ways to relieve difficulties of people in flood-hit areas.

Participants of the meeting include representatives of the Thai Bankers’ Association, the Government Savings Bank, and the Bank for Agriculture and Agricultural Cooperatives.

Chairman of The Thai Bankers' Association Chartsiri Sophonpanich disclosed that the Association’s member banks had agreed to extend repayment periods for their customers in flood-torn areas. Other plans are under way to make sure that the affected customers receive proper care.

The Finance Ministry has also asked commercial banks to offer other forms of help, aside from delaying loan repayment. The Ministry suggested that commercial banks donate food and other necessities, hire vocational students to fix houses or vehicles of flood victims and install ATM machines at evacuation centers courtesy of the Thai Bankers’ Association.

The Ministry of Commerce has confirmed that the flood problem will not cause the inflation to rise, noting that the September inflation rate has slowed down for the first time in six months.

According to Permanent Secretary for Commerce Yanyong Phuangrach, the inflation rate or the Consumer Price Index (CPI) for September 2011 was at 112.86, up from the same period last year by 4.03 percent. However, the figure was the first shrinkage in the past six months and signified stability of the Thai economy.

The headline inflation in September increased 0.33 percent from August but was the first slowdown in 11 months, thanks to price cuts in such products as fuel and meat coupled with cheaper transport costs.

Mr Yanyong believed the inflation rate would continue on the decline after September since the effects from the Government’s assistance measures, including minimum wage and salary hikes, rice mortgaging and tax refunds for home and car buyers, would not yet be evident.

The Permanent Secretary assured that the current flooding in the country would not lead to higher inflation, reasoning that the overall demand still remained unchanged. He was confident that the Commerce Ministry would be able to maintain the average inflation of this year within the targeted range of 3.2-3.7 percent, citing the US and European economic conditions as well as the prices of oil and commodities as major factors to be monitored.

Internal Trade Department’s hotline receives over 4,000 complaints

The Internal Trade Department has revealed that its hotline has received more than 4,000 calls since early this year, signifying that more consumers are becoming aware of their rights.

Since January to September, the Department’s 1569 hotline had received 4,324 calls, up from the 3,200 calls it got during the same period last year. Most of the complaints are about food and beverage prices. So far, 1,372 complaints have been resolved.

In September, the Internal Trade Department got 127 calls, 118 of which are complaints. The eight other calls were made by farmers who want to learn more about the rice pledging scheme.

Despite a rise in complaints, the Internal Trade Department Director-General Watcharee Wimuktayon deems the higher number of callers as reflecting that more Thai consumers have begun to realize their rights and that the public have found the hotline dependable.

The Department also explained that complaints about consumer product prices represented the highest percentage of calls, as consumer goods are involved in people’s daily life. In addition, prolonged shortages of staples, such as vegetable oil and pork early this year have resulted in the price hike. Between February and March, the hotline was bombarded with more than 1,000 calls.

Mrs. Watcharee disclosed that prices of most consumer goods should remain stable for the time being. She explained that traders didn’t dare to raise prices for fear that the public would tighten their belt more. Although flooding has pushed vegetable prices up during the vegetarian festival, inflation is unlikely to increase because meat prices are likely to decline.

She added that the Internal Trade Department would monitor the market closely. If staple food, particularly rice, is becoming more expensive, the Department is ready to launch its Blue Flag products immediately.

After his meeting with Air Chief Marshal Sukumpol Suwantat, Minister of Transport, Mr. Patti Sarasin, President of Nok Air revealed that the 4 million passenger increase has also resulted in an 85 percent cabin factor increase from last year's rate. According to the president, flight schedules had doubled and is expected to generate revenue of approximately 6 billion baht, a 1.1 billion increase from last year's result. However, this year’s annual profit is expected to slump from last year’s 600 million baht due to the oil price hike.

Mr Boonlert Buranupakorn, President of Chiang Mai Provincial Organization disclosed through a video conference that the damage caused by the current flooding was worse than that brought on by the flooding in 2005 which cost the province five billion THB.

Mr. Boonlert proposed that water retention systems be built in the royally-initiated Monkey Cheek model in districts where the Ping River passes to solve flood problems in the long term. Construction of the water retention system should start from Mae Taeng district first, and extending to Chiang Dao and Mae Rim districts.

The project, which is expected to retain as much as 10 million cubic meters of water and delay floods for four to five hours, requires a budget of 255 million THB.

Mr. Boonlert suggested that 100,000 check dams also be built to prevent mudslides in the future. If approved, the project may be funded by the Provincial Administrative Organization’s budget first.

Thai exports seen as unaffected by economic woes in the US and Europe

The Federation of Thai Industries has allayed Thai exporters’ worries over economic meltdown in the US and Europe, saying it has prepared plans to cushion the impact.

The Federation revealed that it had been monitoring the situation in the US and European countries, particularly Portugal, Greece, Italy and Spain for three years now. At the same time, it had also penetrated new markets, such as the Middle East, and Russia.

Export to Japan, which was sluggish due to the Tsunami, was picking up and almost returned to normal.

The Federation believes that exporters in the central region would remain safe from economic woes in the US and Europe for the time being, as consumption demand during Christmas would push up purchase orders from the two continents in the fourth quarter.

However, the Thai baht, which tends to be stronger than other currencies in Asia, may affect the country’s competitiveness. The Federation suggested that the government peg the baht value and improve the country’s logistics to lower production costs.

PM Twitter hacker identified

Information and Communication Technology Minister Anudit Nakornthap has identified the person who hacked the twitter account of PM Yingluck Shinawatra.

The hacker is identified as Ekawit Thongdiworakul, a 20-year old student from a leading university. Mr. Anudit confirmed that the man was indeed the wrong doer, not a scapegoat. The ICT Minister said the hacker managed to break into the twitter account alone. However, the ICT Ministry plans to give the man a chance to redeem himself, by recruiting him in its anti-hacking team.

A person found having hacked into a computer system faces a fine of 100,000 THB or a maximum jail term of five years or both.

Doctors Without Borders to end its operation in Thailand

The Doctors Without Borders organization has announced its decision to end its humanitarian mission in Thailand, citing problems with the Thai government.

According to the announcement, the organization will close its two medical centers in Samut Prakan and Kanchanaburi provinces which have offered healthcare to more than 55,000 Burmese refugees. All of its staff will also be pulled out of the country, and there will not be any activities by the organization here anymore.

The Doctors Without Borders organization’s spokesperson revealed that the organization had to halt its operation in Thailand due to conflicts with government officials. The spokesperson added that the organization’s medical center in Samut Prakan province had been told to limit the scope of their humanitarian mission.

Still, the spokesperson said a new mission in Thailand was possible in an urgent case or upon request. The Doctors Without Borders organization has launched its operation in the country since 1975. Seventy staff members are stationed here.
