Arisman denies rumored surrender to DSI

Red-shirt core leader and terrorism fugitive Arisman Pongruangrong has dismissed the report that he recently contacted the Department of Special Investigation (DSI) for his surrender.

Following the report that Mr Arisman’s lawyer had contacted the DSI on his behalf, the fugitive dismissed the information as groundless, confirming that he was not contemplating his surrender and no bail had been requested. He also expressed wonder over his allegation, claiming that he had done nothing wrong as he only came out to fight for democracy.

Mr Arisman stated that he would be willing to turn himself in only if clarity was seen in the case and the arrest warrant was accurate. He then said the change of government would not in any way affect his decision on the surrender and encouraged the new administration to focus on solving economic problems, rather than his case.

EC may have to certify Jatuporn as MP for now

The Election Commission (EC) may have to endorse red-shirt core leader Jatuporn Prompan, now in custody for terrorism, as an MP for the time being before seeking the Constitutional Court’s consideration later on.

Election Commissioner Sodsri Sattayatham pointed out that although the EC agreed with its legal team’s suggestion that Mr Jatuporn who failed to vote in the 3 July election should be disqualified for an MP post, there are no legal provisions that authorize the EC or the Supreme Court to do so.

Therefore, she said it might be necessary for the EC to initially certify the detainee as a Pheu Thai party-list MP by 12 July and then forward the matter to the Constitutional Court via the Parliament President for deliberation on his eligibility accordingly.

As a consequence of his detention, Mr Jatuporn was unable to come out to vote on 3 July, and he was speculated to be faced with disqualification in compliance with the electoral law, which stipulates that any person failing to exercise his or her electoral right may be deprived of the right to run for candidacy.

Meanwhile, Democrat party-list MP-elect Boonyod Sukthinthai expressed disappointment with the EC for allowing Mr Jatuporn to become an MP and passing on the responsibility for the case to the Constitutional Court. He insisted that the power to disqualify MPs rested with the EC and if it was afraid to use such power, he would confer with the Democrat legal team to determine whether a lawsuit should be filed against the commission for negligence of duty.

Pheu Thai: Wage hike to 300 THB/day will revive Thai econ

The Pheu Thai Party has confirmed that its policy to raise the minimum wage to 300 THB per day will help uplift the entire economic system of Thailand, adding that a salary increase for state officials is expected in October.

Pheu Thai Party Secretary General Jarupong Ruangsuwan, in his capacity as a member of the Pheu Thai economic team and a former permanent secretary for labor, countered criticisms by the private sector and academics against the party’s policy to increase the daily minimum wage to 300 THB. He affirmed that the policy under fire would prove effective in reviving the national economy as a whole since poor people and the lower class would be able to earn enough money for their living expenses.

With the minimum wage to be adjusted at the same rate in all provinces, Mr Jarupong claimed that cheap labor would no longer exist under the Pheu Thai-led administration, noting that the standard of Thai labor would also be upgraded.

The Pheu Thai Secretary General pointed out that the minimum wage hike would be imposed tentatively in January 2012 after an understanding had been created with private entrepreneurs. The government would also have to come up with assistance measures for them first, such as the reduction of corporate income tax and machinery tax as well as the provision of export markets for their products.

As for the policy to increase the base salary for civil servants and state workers to 15,000 THB a month, Mr Jarupong said it might come into effect in October this year.

Suthep vows not to accept Democrat sec-gen post

Outgoing Deputy Prime Minister for Security Affairs Suthep Thaugsuban has firmly announced that he will not accept to be the secretary-general of the Democrat Party, after having resigned from the post recently.

The acting secretary-general stated that many people in his Democrat Party, including Democrat Party Chief Advisor and ex-Prime Minister Chuan Leekpai, did agree that outgoing Prime Minister Abhisit Vejjajiva should be reappointed the Democrat Party's leader.

Mr Suthep however insisted that he will not take the position of secretary-general of the party once again although he will be re-elected by the party’s meeting. He said he will ask the meeting’s chairperson not to nominate him to the new set of Democrat executives.

The acting secretary-general noted that there are many capable people in his party to perform in his post while he is ready to be one of the party advisors to assist in other affairs. He added that the party should adjust its strategies to build more supporters similar to the Pheu Thai Party.

Mr Suthep voiced no concerns over the task of his party as the opposition although the number of opposition MPs is smaller than the other side. He affirmed that his party will work its best to protect interest of people and will not resort to street politics like the Pheu Thai Party used to do.

Election candidates told to submit campaign expenses

The Election Commission (EC) has asked political parties to submit details of electoral campaign expenses of each MP candidate within 90 days for inspection according to the electoral regulations.

Election Commissioner Sodsri Satayathum on Wednesday morning opened a training course for officials responsible for inspecting expenses of all candidates running in the 3 July election. She announced that all candidates, both elected and unelected, must submit their spending details to the EC within 90 days.

The EC allows each candidate to spend no more than 1.5 million baht in the election. The inspection will be jointly processed within 30 days by adhoc panels representing nine public organisations, after which the result will be announced. The inspection will begin on successful candidates first.

The EC however will inspect only evidences submitted by political parties and will not go into other details unless complaints are filed against specific candidates for violating the electoral laws. Any election candidates or political parties failing to submit evidences in time can be given red cards.

Ms Sodsri noted that the EC meeting today would consider whether party-list candidate Jatuporn Prompan now detained in prison lacks qualifications as a MP candidate under Sections 100, 101 and 102 of the constitution.

Yingluck: New cabinet appointments made on merit basis

Thailand’s Prime Minister-elect Yingluck Shinawatra has stressed that her consideration of cabinet members will be based solely on individual capabilities.

Ms Yingluck brushed off a rumour that she would appoint her brother ex-Prime Minister Thaksin Shinawatra as a trade ambassador, saying that she did not know how the rumour came from. She noted that her brother had not demanded any position but only gave her the moral support.

Ms Yingluck said that at present she wanted time to focus on the drafting of policy guideline in accordance with the promise she gave to the people, adding that the formation of the cabinet would be clearer after the Election Commission has certified the election results.

Ms Yingluck admitted that she has no one in mind for the defence minister’s portfolio, but the candidate must be able to work with the military. As for those to work in economic related ministries, she said people in her party will be considered first but opportunities are still opened for outsiders.

The prime minister-designate noted that the new foreign minister must be knowledgeable, has adequate capabilities, is able to coordinate with government officials and must be accepted by the international community.

Asked if key leaders of the United Front of Democracy Against Dictatorship (UDD) will be appointed to the new cabinet, Ms Yingluck responded that capabilities of each figure will be the main criteria for consideration, not individual appearances; otherwise, formation of the new cabinet will be difficult.

UN chief lauds election in Thailand

United Nations (UN) Secretary-General Ban Ki-moon has lauded Thailand for its recent success in the smooth 3 July general election.

In his statement issued on Thursday, Mr Ban complimented all political parties which have kept their promise to respect the will of the majority expressed via the democratic process.

The UN secretary-general also expressed his hope that the general election will be an important step for Thailand to move forward towards the national reconciliation process, long-term stability and stronger democracy in the country.

According to the UN news centre’s website, the UN chief also wished that the election in Thailand will help consolidate democracy, reconciliation and stability in the ASEAN region.

Prior to the 3 July general election, Mr Ban issued a statement encouraging Thailand to conduct a transparent general election in a democratic manner and pleading all sides to refrain from violence.

Chalerm denies requesting post from Pheu Thai

Former Pheu Thai MPs Chairperson Police Captain Chalerm Yubumrung has dismissed a rumour that he was requesting a ministerial post from the Pheu Thai Party.

Speaking at his residence in Bangbon area, Police Captain Chalerm stated that he, as a Pheu Thai MP, would like to congratulate the party on its landslide victory in the 3 July election as well as Ms Yingluck Shinawatra upon receiving voters’ mandate to be the next prime minister.

The Pheu Thai heavyweight added that he was neither involved in the selection of qualified people to sit in the cabinet nor asking for any position from the Pheu Thai Party. He pointed out that placements of persons in key jobs are only based on the decision of Ms Yingluck and party executives.

Police Captain Chalerm has been speculated to be appointed to several important posts such as the new house speaker, interior minister and justice minister.

ABAC Poll explains inconsistency in exit poll-election result

Assumption University Research Centre (ABAC Poll) has explained the discrepancy between the results of exit poll and the actual election, saying voters were not in the situation to provide the truth while officials did not cooperate.

ABAC Poll Director Noppadon Kannikar attributed the differences between the exit poll and actual election results, especially in Bangkok to blocking by electoral staff members at polling stations who were afraid of anything thought to violate electoral laws.

Some electoral officials prohibited students working for ABAC poll from staying in the radius of 200 metres of the polling stations, or even took students to police stations for fear of violating electoral laws; therefore, poll teams could not find appropriate samples coming out of voting stations to answer their questions as pollsters were too far away.

In addition, voters were under pressure from being observed by political party representatives who were monitoring the operation of the survey teams. Some voters hence did not dare to tell the truth about their choice of political parties.

Mr Noppadon noted that he would take all causes of inconsistency into consideration for further research planning. He pledged that more opinion surveys will be conducted under academic theories and research methodology. He also asked for cooperation from all sides in helping the surveys meet the required standard and for the sake of academic development.

S&P monitoring new govt policies, stability

Standard and Poor’s (S&P), a US-based leading financial services and ranking company, has indicated that the political stability and policies of the Pheu Thai-led government will be major factors in credit rating arrangement of the country.

S&P will give importance to economic and financial policies of the new government and political development in Thailand in the ranking. The company indicated that Thailand has been facing with political instability since 2006.

Due to frequent changes in national administrations, S&P analysed that the country’s long-term infrastructural development and education reform could not progress although both factors are crucial for mid-term economic growth and living standard improvement.

Although Thailand has strong economic foundation, S&P pointed out that political instability has prevented a long-term opportunity for economic growth and affected state financial status in mid and long terms.

S&P analyst Takahiro Okawa believed that Thailand still has a certain level of political risk since reactions of those against ex-Prime Minister Thaksin Shinawatra towards the election result, policies of the Pheu Thai Party and election result endorsement are still uncertain.

PTT expects global oil price to hover around 120 USD/barrel

The domestic giant oil retailer and refinery PTT Plc expects the global crude oil price as well as petroleum products prices to move around 100-120 US dollars per barrel in the latter half of this year.

PTT Plc CEO and President Prasert Bunsumpun said the current oil price will still be fluctuating due to many factors, especially the economic uncertainty in Euro Zone and the persisting unrest in the Middle East. He noted that both diesel and benzene prices are hovering around 120 US dollars per barrel in the global market.

Regarding the oil price estimate in the next six months, the global crude oil price is anticipated to stand at 100 US dollars a barrel while the petroleum products to be about 120 US dollars per barrel.

Therefore, Mr Prasert believed the oil price movement will not bring much change to the domestic retail oil prices provided that the country’s energy price structure is not adjusted.

Meanwhile, PTT Senior Executive Vice President Sarun Rungkasiri said the domestic retail oil price is projected to increase within next few days as a consequence of the higher oil price in the global market. He said, besides, that the marketing margins of every petroleum product remain below 1.20 baht per litre for the time being.

Labor Min: Over 500,000 migrant workers registered

The Ministry of Labor has indicated that more than 500,000 migrant workers have been registered since 15 June while reminding all employers to register their foreign employees by 14 July.

According to Permanent Secretary for Labor Somkiat Chayasriwong, the Office of Foreign Workers Administration of the Department of Employment reported that over 84,000 employers had brought in a total of 529,034 undocumented laborers for their registration nationwide from 15 June to 5 July. Out of the foreign workers, 366,062 were of Myanmar nationality; 50,364 were Lao; and 112,608 were Cambodian.

The Permanent Secretary urged employers to register their migrant workers by the deadline on 14 July; otherwise, their employment would be considered illegal in accordance with the Working of Aliens Act. The punishment for employers covers a fine of 10,000-100,000 THB per worker while illegal employees could face imprisonment of not more than five years and/or a fine of 2,000-100,000 THB.

Bangkok named World Book Capital 2013

The Bangkok Metropolitan Administration (BMA) is ready to encourage city-dwellers to love reading and will create a reading culture in the Thai society after Bangkok has been designated as World Book Capital 2013.

Speaking in a press conference, Bangkok Governor MR Sukhumbhand Paribatra stated that Bangkok has been selected as the World Book Capital 2013 by an international committee during their meeting on 27 June 2011.

The panel comprised representatives from the International Publishers Association, the International Booksellers Federation, the International Federation of Library Associations and the United Nations Educational, Scientific and Cultural Organisation (UNESCO).

The governor added that the BMA has submitted to the committee both operational plans and projects on how it would encourage Bangkok people to read more, the establishment of BMA library, Thai books and reading museum and reading research centre.

MR Sukhumbhand noted that the BMA has cooperated with 89 other related units to forge ahead with the aforementioned projects and other activities.

New govt urged to take care of elephants

The Friends of the Asian Elephant Foundation has encouraged the new government to take action in preventing elephants from being exported as the Thai elephant population is on a decline.

Founder of the group Soraida Salwala demanded that incoming Prime Minister Yingluck Shinawatra and the new natural resources and environment minister give importance to problems associated with elephants, especially the forced roaming of elephants around the country and elephant exports.

Ms Soraida elaborated that there used to be 40,000 wild and domesticated elephants in Thailand 50 years ago but the numbers fall to only 3,000 domesticated and 2,000 wild elephants at present.

The activist explained that a number of wild elephants have been domesticated and registered while some are exported. She said some elephants are roaming in cities and being tortured while others in the tourism industry are maltreated.

Ms Soraida admitted that most governments had never paid attention to elephants although they are the symbolic animal of Thailand. She disclosed via her twitter that she has been intimidated after she has been urging authorities to take action against elephant exporters and traffickers.

Special report: The 4th Thai American Youth Heritage Program

The Thai American Youth Heritage Program was first initiated in 2004 in which American born to Thai families and grew up in the U.S. had a chance to visit Thailand, their motherland.

The program has since been organized every two years by the committee who oversee the entire process. The Heritage Program is now on its 8th leg and this year the American born Thais on the program will have a chance to celebrate His Majesty the King 84th Birthday Anniversary and Her Majesty the Queen’s birthday on 12 August, 2011.

120 Thais of U.S. citizenship, who are traveling to the Kingdom on The Thai American Youth Heritage Program, are from 5 different states including California, Arizona, Georgia, Washington and Texas.

Former Air Force Commander in Chief Air Chief Marshall Kan Pimanthip who is the president of the Thai American Youth Heritage Program spoke highly of the program, adding that Thai youth who were born and raised in the U.S. would have the opportunity to learn the Thai ways and visit important places as well as participate in various community services.

Ms Kanitha Suwannakul, one of the parents, said the Heritage Program is excellent because it allows her and her daugther to return to Thailand. They have been on the program four times including this year. Ms. Kanitha said her daughter had got to learn how strong the relationships His Majesty the King and his subjects are. She was concerned for His Majesty’s well being when there was political violence in Thailand last year.

Meanwhile, the Thai American youth all said they were glad to return to Thailand and they felt the generosity Thai people had for each other. They have the opportunities to speak Thai and they will visit Thailand again if they have a chance.

The Thai American Youth Heritage Program has been sponsored and supported by many organizations and it is considered one of the most well invested programs since it gives the chance to Thais living overseas to experience Thailand and learn more about the monarchy and Thai people in real life.

EC concludes voter turnout at 75.03%

The Election Commission (EC) has concluded that the voter turnout during the recent general election was 75.03 percent while names of MP elects will be gradually endorsed by 10 July unless complaints are received.

EC Secretary General Suthipol Thaweechaikarn disclosed that the EC had thus far received 207 complaints against the outcome of the 3 July general election. 71 complaints are related to defamation and false accusation, 32 to campaign activities that violate the EC regulation, 57 to vote buying, 36 to partiality among electoral staff and 11 to the arrangement of festivities.

The voter turnout for the party-list system was 75.03 percent with void ballots accounting for 4.9 percent and no-vote ballots 2.72 percent. As for the constituency system, the turnout was 74.85 percent while void and no-vote ballots took up 5.79 percent and 4.03 percent, respectively. When compared to the 2007 election, the number of invalid and abstained ballots decreased this time.

The province with the highest turnout was Lamphun at 88.61 percent, followed by Chiang Mai at 83.13 percent and Trang at 82.65 percent.

Mr Suthipol stated that the endorsement of incoming MPs was being conducted and their names would gradually be announced within seven days after the election, or by 10 July. However, if complaints over electoral frauds were received, he said concerned individuals would have to be re-evaluated within 30 days.

DSI pondering UDD’s request to postpone date to hear lèse majesté charges

The Department of Special Investigation (DSI) will decide tomorrow whether to allow the requested adjournment of the date for 19 red-shirt core leaders to acknowledge their lèse majesté charges.

DSI chief Tharit Pengdit disclosed that investigative officials handling the lèse majesté case today received a document from a lawyer of the United Front of Democracy Against Dictatorship (UDD), asking for a deferral of the date for his clients to receive their charges. There are totally 19 UDD core leaders alleged of making offensive statements against the monarchy, including the now detained Jatuporn Prompan, and the DSI initially scheduled their surrender on 7 July.

Due to severe punishments in the case and its complexity, the lawyer claimed that more time was needed for gathering evidence to verify the innocence of the 19 core leaders. Mr Tharit indicated a possibility for the date to be put off, citing that the suspects had no tendency to escape; however, the decision would be made by the investigative panel tomorrow at 9.00 hrs.

In addition, the DSI chief revealed that two weeks before the general election the department was contacted by a lawyer of UDD core leader and terrorism fugitive Arisman Pongruangrong about his client’s surrender. He said if Mr Arisman did turn himself in as claimed by the lawyer, the DSI would send him to the Court for legal proceeding immediately and whether he would be granted bail or not would be up to the judges.

Rak Thailand and Democrat preparing to work together

Head of Rak Thailand Party, Chuwit Kamolwisit went to see Abhisit Vejjajiva at Democrat Headquarters to discuss working together as the Opposition.

In the absence of Mr. Abhisit, Mr Chuwit talked to democrat chief advisor Chuan Leekpai, asking for suggestions on working with the Democrats in the Opposition in parliament.

The Rak Thailand Party Leader agreed with Mr Abhisit’s resignation after the party suffered a loss in the election, but he believed Mr Abhisit was most suited for the opposition leader position.

He commented that the Democrat Party had shown good works as the opposition, daring that Pheu Thai may not be able to keep its office longer than six months.

Mr Chuwit said his first task after the establishment of the new government was to probe qualifications of each minister in the Cabinet. He added other pressing issues that need to be looked into include the probe into the 91 dead during the red shirt crackdown and the abolition of the red shirt and other colored shirts to create reconciliation in the country.

Ministry of Culture to propose new policy to new Minister

Deputy Permanent Secretary for Culture Mr. Prarop Laowanit is set to propose to the new Culture Minister a policy which is aimed at promoting the understanding of the ASEAN Economic Community in Thailand.

According to Mr. Prarop, executives of the Culture Ministry have now begun to brainstorm on the proposal where they will also incorporate Pheu Thai’s approach on the cultural aspects into the policy.

It will begin with the plan to make Thailand the center of Buddhism and improvement of the Sunday school program with a financial support of 100 million THB per year. Better diplomatic relations with ASEAN nations and other trading partners of Thailand will also become the focus of the Ministry of Culture in the incoming government.

In addition, it is planning to reconcile the southern conflicts by creating a network at the provincial level for more efficiency in solving the insurgency issue. Meanwhile, Mr. Prarop raised the importance of cultural protection where the awareness would be raised via the media. However, he said until the new government was formed, Thai people’s interests would be the priority of the Ministry of Culture.

US ambassador: US ready to work with all sides

US Ambassador to Thailand Her Excellency Kristie Anne Kenney has voiced the readiness of the US to work with the new government, the opposition as well as the civil sector but she has refused to comment on concerns over coup d’état in Thailand.

Speaking after meeting outgoing Prime Minister Abhisit Vejjajiva on Tuesday morning for 20 minutes at Government House, Ms Kenney stated that she congratulated Mr Abhisit for the successful and smooth 3 July general election arrangement.

The ambassador voiced her readiness to work with the new government and the opposition. She said she made a phone call to congratulate incoming Prime Minister Yingluck Shinawatra on Monday for her victory in the election and ensure readiness of the US to work with the new Thai government.

Asked if the US is confident that there will be no more coups d’état in Thailand, Ms Kenney expressed her appreciation that the election went on peacefully, and Thai people should be proud of the election while the US is looking forward to working with the new government and the civil sector.

Asked once again about the US concern over a coup in Thailand, the ambassador responded that Thailand had a smooth general election and she hoped that Thailand will move forward with strength while the US is ready to help enhance relations between the two countries.

Asked if she will visit and meet with people in the military or not, Ms Kenney answered that she will meet everyone.

Abhisit keeps mum on chance to return as Democrat leader

Acting Democrat Party Leader and outgoing Prime Minister Abhisit Vejjajiva has denied commenting on his chance to return as party leader if the Democrat Party’s general assembly votes for him to maintain the post.

Mr Abhisit refused to answer a press query on whether or not he would accept to take the helm of the Democrat Party once again if reappointed in the party's meeting.

He said Democrat members should give first priority to the party’s interest rather than sticking to former individual connections. He then confirmed that he had no regrets for dissolving the house and that his party did not succeed in the election since he had showed his responsibility by resigning from the party’s top post.

Mr Abhisit hoped to see the new government speedily formed and expressed his appreciation that incoming Prime Minister Yingluck Shinawatra has allowed the political violence fact-finding panel chaired by Prof Dr Kanit Na Nakorn and appointed in his government to continue its operation.

The outgoing prime minister also suggested Ms Yingluck to be the prime minister of all Thai people, not just for her brother ex-Prime Minister Dr Thaksin and to solve economic problems before moving to the amnesty issue.

Incoming Prime Minister Yingluck Shinawatra has reassured that her cabinet will be carefully tailored comprising members who have been accepted domestically and internationally.

Ms Yingluck reported on the progress of cabinet formation that she is waiting for the Election Commission (EC) to certify the election result, and that her party and coalition partners are, in the meantime, working on necessary procedure of each party. She denied a report that she was using the 10:1 ratio as criteria to pick members of coalition parties for the ministerial quota.

The incoming prime minister stated that the selection of cabinet members will be based on potential and capabilities of each figure. She promised that she will do her best to make the new cabinet well accepted by all sides in Thailand and the international community.

Ms Yingluck also brushed off a rumour about her interview with foreign media that she would help her brother ex-Prime Minister Dr Thaksin. She said her Pheu Thai Party will not push for amnesty to help only one person, but the political violence fact-finding panel will work on this issue.

The Pheu Thai heavyweight stressed once again that her party does not want to seek revenge against anyone or whitewash anyone but will spearhead national reconciliation.

As for the congratulatory message sent from neighbouring Cambodia expressing a hope that Thai-Cambodian relations would improve after her party won the election, Ms Yingluck responded that healthy relations with neighbours should be maintained without losing national interest.

The incoming prime minister noted that she will discuss the issue with related officials since solutions to the Thai-Cambodian relations must be accepted by people in the whole nation while the person who will be the new foreign minister must be well accepted and understand the situation thoroughly.

EC to certify election result within next Tue

The Election Commission (EC) expects that the election result for both constituency and party-list systems will be certified by 12 July if no more complaints about electoral frauds are made.

Election Commissioner Prapun Naigowit stated that vote counting is expected to be completed today to be followed by an official announcement of the result; therefore, the EC is likely to be able to certify the result within next Tuesday.

Regarding the overall situation of the 3 July election, Mr Prapun indicated that Thai people were very alert to the recent polling as the voter turnout almost hit 75%.

Moreover, the voting went on smoothly although obstacles were reported in some areas such as flooding and problems relating to transportation of ballot boxes in the south.

The election commissioner also declared that there have been over 190 complaints pertaining to electoral frauds reported thus far, and the EC is trying to finish probing them within 30 days after the election date.

Mr Prapun noted that if investigations could not be finished within 30 days, the EC would endorse candidates under the probe but could still withdraw their status later if clear evidences of law violations were found. Fresh elections are therefore possible, he said.

EU congratulates Thailand’s successful election

The European Union (EU) has congratulated Thailand for the successful 3 July general election with a hope that the result will unite Thai people and move the country forward.

EU High Representative for Foreign Affairs and Security Policy and Vice President of the Commission Catherine Ashton has issued a statement congratulating Thai people for the orderly arrangement of the 3 July general election.

Ms Ashton expressed the EU’s hope that the outcome of the election will unite all political groups together to solve political and social problems in Thailand, help enhance strong relations with the EU as well as strengthen the role of Thailand in ASEAN and the global arena.

Meanwhile, the Taiwanese Ministry of Foreign Affairs has increased the level of travel warning for people going to Thailand from the lowest to third level although the recent general election went on smoothly. Taiwanese tourists hence are warned to exercise caution for journeys to Thailand.

The China Post reported that Mr Chen Mingcheng, the director of Taiwan's representative office in Bangkok made such a suggestion to the Taiwanese Ministry of Foreign Affairs as he set up a special team to evaluate the situation, but said the final decision depends on the ministry itself.

UDD to urge new govt to prosecute Abhisit

The United Front of Democracy Against Dictatorship (UDD) will encourage the new government to take action against outgoing Prime Minister Abhisit Vejjajiva and his deputy Suthep Thaugsuban for the military crackdown order against the UDD last year.

Acting UDD Chairperson Thida Thavornsret on Monday travelled to the Bangkok Remand Prison to give moral support to now detained UDD key leaders Jatuporn Prompan and Nisit Sinthuprai after the Pheu Thai Party enjoyed a landslide victory in the 3 July general election.

There were about 500 UDD supporters accompanying Ms Thida to the prison. They then sang a song together for the detainees and congratulated Mr Jatuporn, one of the Pheu Thai party-listed MP candidates, before leaving the prison.

Speaking after her visit, Ms Thida stated that she came to inform Mr Jatuporn and Mr Nisit about the election result. She told the press that Mr Jatuporn was very delighted and regarded the landslide victory a success of the UDD after the long political struggle.

Ms Thida noted that after the Election Commission (EC) has certified victory of MP candidates, and the new government is formed, the UDD will proceed with the mission to call for justice for 91 people killed and 2,000 others injured in the military crackdown against the UDD in summer last year.

Ms Thida stressed that outgoing Prime Minister Abhisit, his deputy Suthep and all members in the Centre for the Resolution of Emergency Situation (CRES) must be responsible for making the military crackdown order and all the losses.

Yingluck: No way to work with Bhumjaithai

Incoming Prime Minister Yingluck Shinawatra from the Pheu Thai Party has affirmed that her party will certainly not work with the Bhumjaithai Party due to the difference in their political ideas.

Ms Yingluck, also the youngest sister of ex-Prime Minister Thaksin Shinwatra, dismissed a rumour that her party asked some Bhumjaithai key figures to join her coalition government. She said that political ideologies of the two parties are totally different and hence they will not join hands.

The persons in the rumour are Mr Somsak Thepsuthin and Mr Sora-at Klinpratoom, who served as Labour minister and Information and Communication Technology minister respectively in the Thaksin administration in 2005.

Ms Yingluck added that Pheu Thai has currently invited four political parties to form the coalition government, namely Chart Thai Pattana, Chart Pattana Puea Pandin, Phalang Chon and Mahachon Parties. She said she will confirm the press again if more parties will take part.

Regarding the recent resignation of Mr Abhisit Vejjajiva from the post of Democrat Party leader, Ms Yingluck refused to give comments on the matter, saying it was the internal issue of the Democrat Party and it was the intention of Mr Abhisit himself.

Political Violence Fact-Finding Panel ready to work

Political Violence Fact-Finding Panel Chairperson Kanit Na Nakorn has voiced his readiness to continue the operation of his panel after receiving green-light signal from the prospective prime minister, and said the new government is giving importance to national reconciliation.

Prof Dr Kanit at the same time denied that his panel had worked slowly in the past, saying the team had to work amid continuing political conflicts. He said that now that people have sent signals for national reconciliation, his panel will start supplying academic information and proposals to related sides to bring peace to the society.

Incoming Prime Minister Yingluck Shinawatra on Monday announced that national reconciliation is the first mission of her government as she has given a green light to Dr Kanit’s panel to continue working for national peace while promising that she will not meddle in the operation.

Prof Dr Kanit then stressed that his panel used to make eight proposals, especially about unnecessary detention of people taking part in the gathering of more than ten persons. In his opinion, prosecution on such case can be withdrawn or dropped.

Regarding an amnesty for ex-Prime Minister Thaksin Shinawatra, another member of the Political Violence Fact-Finding Panel Somchai Homla-or stated that everything would be easy after people were reconciled; however, he noted that the amnesty is not within the responsibilities of his panel.

Bangchak opposes plan to dissolve Oil Fund

Bangchak Petroleum Plc has voiced disagreement with the incoming government’s policy to terminate the State Oil Fund, insisting that it is an important tool for regulating energy prices of the country.

Bangchak President Anusorn Saengnimnuan recommended the Pheu Thai-led administration to thoroughly review its plan to reduce fuel prices by shutting down the Oil Fund, which he said had been a crucial instrument in the state’s control of oil prices. Instead, he suggested that the fund be maintained with the rate of collection being adjusted periodically in accordance with the circumstance.

For instance, Mr Anusorn pointed out that the Oil Fund collection could be lowered when the oil price was on the rise in order to shoulder the burden on consumers, whereas the collection could also be raised when the oil price dropped.

The President of Bangchak then warned that the closure of the Oil Fund would cause the majority of motorists to return to using benzene and in turn decrease the popularity of alternative energy. He added that the government would also be faced with the necessity to cut the oil excise tax, which would lead to revenue shrinkage.

According to Mr Anusorn, the incoming government and the new energy minister should urgently convene with the private sector about the energy price restructuring. Businesses increased this year despite concerns over the election

Deputy Commerce Minister, Alongkorn Ponlaboot, has revealed that the number of business registrations have increased by 25% this year, a good sign of the Thai economy despite concerns over the post election era.

According to Mr. Alongkorn, 3 types of business registration which consist of limited partnership, company limited and legal entity have increased to 5,432 or a rise of 1,111 in June of 2010 and 2011. The amount of cash flow in the businesses set up accounted to 22.4 billion THB.

Of the 3 categories, the legal entity has seen the largest rise. These are mostly in the property sector. With a 25% spike or 6,378 companies in the first half of this year compared to that of last year, It can be said that the economy is still going at a positive pace although the public is showing concern over the instability of Thai politics and the economic crisis in Europe and the U.S.

However, many businesses have closed down and eventually revoked their registrations this year which amounted to 1,088. Among this number, the legal entity tops the list of the deregistration this year. Businesses have stopped their operations by 599 compared to the same period last year.

CEPA cuts diesel levy by 60 satang/litre

The Committee on Energy Policy Administration (CEPA) has decided to reduce the levy on diesel by 60 satang per litre as a result of the higher global crude oil price.

Permanent Secretary for Energy Norkhun Sitthipong said the rate collected from diesel which is to be contributed towards the State Oil Fund has been adjusted down from 2.4 to 1.8 baht per litre after the global crude oil price moved up due to a better economic condition in Greece.

Moreover, the Dubai crude price in Singapore’s market on Monday closed at 105.91 US dollars per barrel, and the diesel price rose to 124.11 US dollars a barrel.

As a result, before the rate adjustment, the marketing margin for diesel entrepreneurs in the country was left at 0.54 baht per litre only, or averagely 1.08 baht per litre for five days, and this has led to an increase in retail diesel price to 30.59 baht a litre.

Nevertheless, upon the levy reduction, the marketing margin has been raised to 1.14 baht per litre or 1.20 baht on average in five days.

DIP to hold IP Fair 2011 to promote IP rights in Thailand

FTI positive with Yingluck as new PM

The Federation of Thai Industries (FTI) chief has voiced his confidence that incoming Prime Minister Yingluck Shinawatra will be able to administer the country well amid looming problems for the new government.

FTI Chairperson Payungsak Chartsutipol stated that the private sector has no problem if Thailand will have the first female prime minister since the world has many female leaders who are knowledgeable and competent.

The chairperson believed that the national administration will go on smoothly under the wing of Ms Yingluck, who he deemed, is capable of coordinating with all sides and solving problems while her executive teams must also work in the same direction.

Mr Payungsak noted that there are many problems waiting for the new government including high living cost, inflation, and national economic stability which needs to be strengthened to cope with a global economic change and fiercer trade; therefore, good industrial foundation and competitiveness enhancement must be made.

Upon concerns over the minimum wage hike policy of the Pheu Thai Party, the FTI chairperson said the increase can be made gradually so the private sector can adjust themselves with the rising operating costs while the government must help strengthen the Thai industry.

Mr Payungsak noted that the private sector wants to see knowledgeable and competent persons appointed to various ministerial portfolios. He believed that the national image should improve while Thailand will be more attractive for investment after the new government formation.

PTT successfully closes leaking gas valve

PTT Plc has successfully closed gas valve of its leaking gas tube in the Gulf of Thailand, and the operation is under way to clear seawater and humidity out of the pipeline before resuming normal gas transmission.

According to PTT Upstream Petroleum and Gas Business Group Chief Operating Officer Pailin Chuchottaworn, aquanauts have successfully closed the valve of the fractured pipeline in order to mend the problematic branches.

The PTT is now investigating damages to the main pipe. Seawater is expected inside, and it will take time to remove water and humidity from the pipeline. The PTT then will test the system again to ensure that gas transmission will resume as fast as possible.

As for fuel substitution, the PTT has been supplying bunker oil to power plants adequately. Part of the oil is domestically produced while other 30 million litres have been imported.

The PTT has also prepared additional 70,000 tons of Liquefied Natural Gas (LNG) this July to meet local demand. Meanwhile, the operation of the gas separation unit is still running as usual.

JSCCIB: Capable economic ministers could boost GDP growth to 7%

The Joint Standing Committee on Commerce, Industry and Banking (JSCCIB) is ready to work with the incoming government while noting that competent economic ministers could help the Thai economy expand by up to 7 percent.

Chairperson of the Thai Chamber of Commerce and Board of Trade of Thailand Dusit Nontanakorn stated that the JSCCIB, which consisted of the Board of Trade of Thailand, the Federation of Thai Industries and the Thai Bankers’ Association, was fully prepared to support the new government in the administration of the country. He suggested a proper arrangement of priorities, noting that the problems of corruption, social disparities and national disunity must be solved at haste.

Mr Dusit then urged the ruling Pheu Thai Party to adhere to its policies advertised during its election campaign and to be cautious when enforcing populist policies as fiscal balance would need to be taken into account. He viewed that the Thai economy should be able to grow by 5-7 percent, especially if the incoming economic ministers were knowledgeable, proficient, honest and publicly accepted individuals.

HM the King is concerned over oral cancer among senior citizens

His Majesty the King this evening granted an audience to Professor Thanphuying Petchara Techakamput, Chairperson of the Dental Innovation Foundation and Director of the Royal Dental Unit under the royal patronage who reported on the work of the Foundation and presented him food products, to be distributed to oral cancer patients all over the country.

His Majesty expressed concerns over oral cancer, usually found among the elderly. He admired the works of the Dental Innovation Foundation and encouraged all involved to make further researches for the sake of patients which tend to increase every day.

Oral cancer can be found in the lips, tongue and gums, palate and cheeks bulge, caused by betel nut chewing, tobacco and alcohol, as well as dentures that do not fit. The sores in the mouth or lymph nodes in the neck are quite troubling for the elderly, and cause their loss of appetite.

Special report: The 4th Thai American Youth Heritage Program

The Thai American Youth Heritage Program was first initiated in 2004 in which American born to Thai families and grew up in the U.S. had a chance to visit Thailand, their motherland.

The program has since been organized every two years by the committee who oversee the entire process. The Heritage Program is now on its 8th leg and this year the American born Thais on the program will have a chance to celebrate His Majesty the King 84th Birthday Anniversary and Her Majesty the Queen’s birthday on 12 August, 2011.

120 Thais of U.S. citizenship, who are traveling to the Kingdom on The Thai American Youth Heritage Program, are from 5 different states including California, Arizona, Georgia, Washington and Texas.

Former Air Force Commander in Chief Air Chief Marshall Kan Pimanthip who is the president of the Thai American Youth Heritage Program spoke highly of the program, adding that Thai youth who were born and raised in the U.S. would have the opportunity to learn the Thai ways and visit important places as well as participate in various community services.

Ms Kanitha Suwannakul, one of the parents, said the Heritage Program is excellent because it allows her and her daugther to return to Thailand. They have been on the program four times including this year. Ms. Kanitha said her daughter had got to learn how strong the relationships His Majesty the King and his subjects are. She was concerned for His Majesty’s well being when there was political violence in Thailand last year.

Meanwhile, the Thai American youth all said they were glad to return to Thailand and they felt the generosity Thai people had for each other. They have the opportunities to speak Thai and they will visit Thailand again if they have a chance.

The Thai American Youth Heritage Program has been sponsored and supported by many organizations and it is considered one of the most well invested programs since it gives the chance to Thais living overseas to experience Thailand and learn more about the monarchy and Thai people in real life.

Yingluck expected to become Thailand's first female PM

With a landslide victory of Pheu Thai Party, Yingluck Shinawatra, the party's prime ministerial candidate and also the youngest sister of self-exiled former Prime Minister Thaksin Shinawatra, is set to become the country's 28th and the first female prime minister.

As for possible parties to join the coalition, Yingluck elaborated that her party had already made an agreement with Chartthaipattana Party to form a new government.

Based on the latest unofficial figures, the two parties will win about 278 MPs in the house, well beyond half of total 500 seats.

"I don't want to announce Pheu Thai victory today. It is Thai people who granted the party a chance to serve them. We still have many burdens waiting ahead, including solving economic difficulties and people's grievances," Yingluck told the crowded and cheering supporters and media at about 8:00 p.m. local time.

Thaksin Shinawatra, the ousted former PM, made a phone call from Dubai to his youngest sister to congratulate her on the party 's decisive triumph.

Meanwhile, Democrat Party leader Abhisit Vejjajiva conceded his party's defeat and congratulated his main rival Pheu Thai Party on its decisive victory at about 7:45 p.m. on Sunday.

"I admitted the defeat and would like to congratulate Khun (Ms) Yingluck as the first female prime minister of Thailand," Abhisit made the first address at a press conference on Sunday's election.

He said from now on he would like to see reconciliation in Thai society and that his party will perform its duty as an opposition in a constructive way. He also reminded the winning party to realize all policies that it promised with the people.

Abhisit is likely to quit the post of party leader if his party cannot win at least 170 seats as he mentioned earlier.

"I cannot tell my fate now as I have to wait for the official results. However, I have made my mind already," he said before ending the press conference without taking questions.

Referring to the deposed ex-PM Thaksin Shinawatra, Abhisit also reiterated that the Democrats would continue to oppose any act of whitewashing or granting pardon to an individual.

In an interview with ThaiPBS channel Sunday's evening, Thaksin said he would not come back to Thailand if his return would result in more problems.

Thaksin was toppled by the military coup in September 2006 and now lives in self-imposed exile in Dubai to avoid a two-year jail term for corruption as well as a warrant on terrorism charges in connection with inciting red-shirt riots in 2010.

He and the Pheu Thai Party were behind the United Front Democracy against Dictatorship (UDD), aka red-shirts, who held street protests against the Democrat-led government in 2009 and 2010. The 2010 demonstrations ended after 10 weeks with the forceful dispersal by military forces which led to 91 deaths and almost 1,900 injuries. The Election Commission said Sunday night they would stop counting the ballots as soon as they finished 90 percent counting and would declare the official results on July 4.

Yingluck said her premiership depended on parliamentary process. This is the second time she mentioned about the uncertainty of her premiership. On June 27, she told her fan club from social network that she was not sure whether they would allow her to become the country's leader or not.

Certainly, with the number of MPs her party has secured from the voting, she would definitely become the country's leader if it comes to the parliamentary votes which shall be held within 30 days.

Regarding Pheu Thai outstanding conquer, Parinya Thewanarumitkul, a law lecturer at Thammasat University, said "the victory of the opposition Pheu Thai Party has reflected that majority of Thai people are against the coup but it doesn't mean people choose Pheu Thai because they adore red-shirts or Thaksin."

EC: Voter turnout concluded at 73%

The Election Commission (EC) has concluded that the voter turnout for the 3 July general election exceeds the target at over 73%; however, there are over three million void ballots.

According to EC Secretary-General Dr Suthiphon Thaveechaiyagarn, over 97% of ballots were counted as of 22.00 hrs. There were 73.91% or 34,449,326 people coming out to cast their votes from total 47,018,625 eligible voters.

There were 5.75% or 1,998,170 void ballots in constituency system, and 4.84% or 1,679,290 in party-list system. There were 4.04% or 1,402,693 vote-no ballots in constituency system, and there were 2.74% or 953,057 vote-no ballots in party-list system.

The EC will investigate the causes of void ballots later on since the number is very high. Void ballots were reported the most in Mae Hong Son province, followed by Tak, Yala, Phatthalung and Pattani.

Lamphun province has the highest voter turnout, followed by Ratchaburi, Chiang Mai, Trang and Saraburi. Vote-no ballots were reported the most in Phuket, Ranong, Chumphon, Nakhon Pathom and Saraburi.

Dr Suthiphon stated that international observers from ten nations such as Australia, Malaysia, Bhutan and Cambodia all lauded Thailand for free and fair election arrangement, and they hoped that political parties and Thai people would accept the election result.

The EC will announce the official vote counting result again on Monday at 10.00 hrs for the rest of 3% uncounted ballots.

EC satisfied with election arrangement

The Election Commission (EC) is satisfied with the 3 July general election arrangement and will certify the election result within 30 days before the first parliamentary session is convened.

Election Commissioner Prapun Naigowit reported that the voter turnout was very high as people were very active in coming out to cast their votes similar to previous 2007 general election of 74% although some provinces are experiencing flood.

Mr Prapun then thanked all related sides as well as the media for their cooperation and contribution to make this election smoothly conducted.

Election Commissioner Sodsri Satayathum stated that this election is the last mission of the incumbent election commissioners. She noted that this election is a proof that the EC can arrange a free and fair election, which is accepted by the international community.

Ms Sodsri added that from now on the EC will press ahead with the consideration of 196 complaints and election result certification within one month or at least endorse 95% of MPs in order that a new parliamentary session can be held in time.

Meanwhile, Election Commissioner Wisut Phothitaen expressed his excitement with this election as people were active to cast their votes and made the election smooth and trouble-free. He said the EC will speedily certify election results, hopefully within seven days if there are no complaints.

Mr Wisut believed that the official election result could be announced within one or two days.
